Hotline for Online Issuance and Renewal of Driving Licenses by the Vietnam Road Administration Recently Announced
What is the hotline number for online driver’s license issuance and renewal by the Vietnam Road Administration?
According to the Government of Vietnam’s electronic information portal, the Vietnam Road Administration announced:
To receive public feedback and resolve difficulties related to road transport, the agency has activated the hotline number 1900.599.870 from December 20, 2022.
Since this hotline became operational, the Vietnam Road Administration has received numerous calls from the public, especially about the issuance and renewal of driver’s licenses (GPLX).
To better serve the public and promptly assist with issues regarding driver’s licenses, the Vietnam Road Administration activated extension number 7 from February 28 to handle information related to the issuance and renewal of driver’s licenses and online services for the same.
With this addition, the current hotline number 1900.599.870 of the Vietnam Road Administration now handles and resolves public issues related to:
- Traffic safety, disaster prevention, and vehicle load control (Infrastructure Maintenance Management Department): Extension 1.
- Transport management, driver training, and testing (Transport, Vehicles, and Drivers Management Department): Extension 2.
- Road maintenance management in the Northern and Red River Delta provinces and cities (Road Management Region I): Extension 3.
- Road maintenance management in the North Central provinces (Road Management Region II): Extension 4.
- Road maintenance management in the South Central and Central Highlands provinces and cities (Road Management Region III): Extension 5.
- Road maintenance management in the Southern provinces and cities (Road Management Region IV): Extension 6.
- Driver’s license issuance and renewal and online services for the same (Transport, Vehicles, and Drivers Management Department): Extension 7.

What documents are required for reissuing a driver’s license if it is lost but still valid?
According to Clause 2, Article 36 of Circular 12/2017/TT-BGTVT, the documents required for reissuing a lost driver’s license that is still valid or expired for less than 3 months include:
- Application for reissuing a driver’s license as per the form in Appendix 19 issued with Circular 12/2017/TT-BGTVT.
- Original file matching the driver’s license (if available).
- Health certificate issued by an authorized medical institution, except for reissuing indefinite driver’s licenses of categories A1, A2, A3.
- Copy of ID card, citizen identification card, or passport with a validity period noting the ID card or citizen identification card number (for Vietnamese citizens) or valid passport (for foreigners and overseas Vietnamese citizens).
When completing the reissue procedures at the Vietnam Road Administration or the Department of Transport, the applicant submits one set of documents, takes a photo directly, and presents the originals for verification (excluding those originals already submitted).
After 2 months from the date of submitting all required documents, taking photographs, and paying the fee, if no violations are detected by competent authorities and the name appears in the examination management log, the driver’s license will be reissued.
How long does it take to issue a new driver’s license?
According to Clause 3, Article 35 of Circular 12/2017/TT-BGTVT (amended by Clause 5, Article 2 of Circular 01/2021/TT-BGTVT), it is stated as follows:
Issuance of new driver’s licenses
1. Individuals who pass the exam will be issued a driver’s license of the correct category they passed; in case of upgrading or reissuing due to expiration as stipulated in Clause 1, Article 36 of this Circular, they must present the original driver’s license when receiving the new driver’s license.
2. Based on the decision to recognize the exam results, the General Director of the Vietnam Road Administration or the Director of the Department of Transport will issue the driver’s license to the successful candidate.
The issuance date recorded on the back of the driver’s license is the date the decision to recognize the exam results was signed.
3. The driver’s license will be issued within a maximum of 10 working days from the end date of the exam.
4. Individuals who pass the exam wishing to receive their driver’s license at home must, within 3 days from the exam end date, register via the online public service system with the Vietnam Road Administration or the Department of Transport.
Thus, under the above regulation, the time for issuing a driver’s license shall not exceed 10 working days from the end of the exam.
