Based on the provisions stipulated in Article 41 of the Law on Military Service 2015, it is regulated as follows:
Postponement and Exemption from Conscription

2. The following citizens are exempt from conscription:
a) Children of martyrs, children of war-invalids classified as first-degree;
b) One brother or sister of a martyr;
c) One child of a war-invalid classified as second-degree; a child of a sick soldier with a work capacity decrease of 81% or more; a child of a person exposed to Agent Orange with a work capacity decrease of 81% or more;
d) Persons working in cryptographic tasks but not military personnel, People's Public Security officers;
dd) Officials and public employees, youth volunteers mobilized to work in areas with particularly difficult socio-economic conditions as prescribed by law for 24 months or more.
3. Citizens whose conscription is postponed, as provided in Clause 1 of this Article, shall be conscripted if the reason for postponement no longer exists.
Citizens who are eligible for postponement or exemption from conscription as stipulated in Clauses 1 and 2 of this Article, if volunteering, shall be considered for enlistment.
4. The list of citizens eligible for postponement or exemption from conscription must be publicly posted at the headquarters of the commune-level People's Committee, at agencies, and organizations for 20 days.
Therefore, based on the above provisions, if a citizen exempt from conscription volunteers to participate in military service, they may be considered for selection and called for military service in 2024.

Furthermore, based on the provisions of Article 6 of the Law on Military Service 2015 regarding the performance of military service by citizens:
Obligation to Serve in Active Duty
1. Male citizens within the age of military service are obligated to serve in active duty in the People's Army.
2. Female citizens within the age of military service during peacetime, if volunteered and the military has the requirement, they can serve in active duty.
Therefore, based on the above regulations, male citizens must perform military service within the age stipulated by the law. In other words, it is a mandatory obligation for male citizens.
As for female citizens, the Law on Military Service 2015 extends the provisions, allowing female citizens within the stipulated age, if volunteering to perform military service and if the military has the requirement, can enlist. This regulation does not mandate that female citizens within the service age must enlist. Female citizens during peacetime enlist voluntarily and are accepted by the state.
- The age for conscription is currently specified in Clause 1, Article 4 of Circular 148/2018/TT-BQP as follows:
+ Citizens from 18 years old to the end of 25 years old.
+ Male citizens who have been trained at the college or university level and have been deferred from conscription during their training period will be selected and conscripted until the end of 27 years old.
Who is eligible to register for military service in Vietnam in 2024?
Pursuant to the provisions of Article 12, the Law on Military Service 2015 which regulates the subjects eligible for military service registration as follows:

1. Male citizens from 17 years old.
2. Female citizens as stipulated in Clause 2, Article 7 of this Law, from 18 years old.
According to the above regulations, the subjects eligible for military service registration include:
- Male citizens from 17 years old.
- Female citizens with professions and expertise appropriate to the People's Army requirements, from 18 years old.
