In What Cases Can the Duration of People's Public Security Service Be Extended?
Based on Clause 1, Article 8 of the 2018 Law on People's Public Security regulating the obligations to join the People's Public Security, as follows:
Obligations to Join the People's Public Security
1. Citizens undergoing the obligation to join the People's Public Security are fulfilling the obligation to protect the Fatherland in the armed forces. Annually, the People's Public Security selects citizens within the conscription age to serve in the People's Public Security for a duration of 24 months. The Minister of Public Security decides to extend the in-service duration of non-commissioned officers and enlisted personnel but not exceeding 06 months in the following cases:
a) To ensure readiness for combat;
b) While performing tasks related to disaster prevention and control, epidemic prevention, rescue, and emergency relief."
Accordingly, annually, the People's Public Security selects citizens within the conscription age to undergo the obligation to serve in the People's Public Security for a duration of 24 months. The Minister of Public Security decides to extend the in-service duration of non-commissioned officers and enlisted personnel but not exceeding 06 months in the following cases:
- To ensure readiness for combat;
- While performing tasks related to disaster prevention and control, epidemic prevention, rescue, and emergency relief.

What Are the Conditions for Registering to Join the People's Public Security in 2024?
Article 31 of the 2015 Law on Military Service regulates the standards for citizens to be conscripted and fulfill the obligation to join the People's Public Security, as follows:

1. Citizens are conscripted when they meet the following standards:
a) Clear background;
b) Strictly abide by the guidelines and policies of the Communist Party, laws, and policies of the State;
c) Meet health standards for in-service according to regulations;
d) Have the appropriate educational level.
2. Standards for citizens to fulfill the obligation to join the People's Public Security are regulated in Article 7 of the Law on People's Public Security.
Citizens are conscripted when they meet the following standards:
- Clear background.
- Strictly abide by the guidelines and policies of the Communist Party, laws, and policies of the State.
- Meet health standards for in-service according to regulations.
- Have the appropriate educational level.
- Standards for citizens to fulfill the obligation to join the People's Public Security are regulated in Article 7 of the 2018 Law on People's Public Security:
+ Citizens who meet political, ethical, educational, and health standards, and have appropriate aspirations and talents related to police work can be selected into the People's Public Security.
+ The People's Public Security is prioritized to select excellent students graduating from academies, universities, colleges, professional secondary schools, and vocational schools who meet the standards for training and supplementing into the People's Public Security.
What Are the Duties and Powers of the People's Public Security?
Based on Article 16 of the 2018 Law on People's Public Security, the following is regulated:
Duties and Powers of the People's Public Security
1. Collect information, analyze, evaluate, and predict the situation and propose to the Communist Party and the State to enact and direct the implementation of guidelines, policies, laws, and strategies to safeguard national security, ensure social order and safety, fight against crime and legal violations relating to national security, social order and safety; participate in appraising and assessing impacts on national security, social order, and safety of socio-economic planning, plans, projects in accordance with the law; closely combine tasks of safeguarding national security, ensuring social order and safety, fighting against crime and legal violations relating to national security, social order and safety with socio-economic development tasks; effectively coordinate security activities with national defense and external activities.
2. Proactively prevent, detect, stop, and fight to defeat plots and activities infringing on national security, eliminate threats to national security; protect the independence, sovereignty, unity, and territorial integrity of the Fatherland; protect the Communist Party, the State, the People, and the socialist policies; protect political security, security in the spheres of ideology - culture, economy, national defense, external relations, information, society, environment, science, and technology; protect other interests of the nation; protect the great unity of the entire population; protect life, health, honor, dignity, property, freedom, and democratic rights of citizens, as well as the lawful rights and interests of agencies, organizations, and individuals.
3. Conduct intelligence activities in accordance with the law.
4. Protect high-ranking leaders of the Communist Party, the State, international guests visiting and working in Vietnam; protect events, targets of political, economic, diplomatic, scientific - technical, cultural, social importance; protect important projects related to national security, foreign representative agencies, international organizations' representatives in Vietnam; protect individuals who hold or are closely related to state secrets; protect the transport of special goods in accordance with the law.
5. Manage the protection of national security, protection of state secrets; take the lead in managing immigration, emigration, transit, and residence of foreigners in Vietnam; manage the emigration and immigration of Vietnamese citizens in accordance with the law; control immigration, emigration, transit at border gates according to the law; cooperate with the People's Army, relevant sectors, and local authorities in managing and protecting national borders, border gates, islands, seas, skies, and in performing tasks of safeguarding national security, ensuring social order and safety in border areas in accordance with the law, international treaties to which the Socialist Republic of Vietnam is a member, and relevant international agreements.
6. Manage cyber security, protect cyber security and prevent network crime according to the law.
7. Manage tasks of investigation and crime prevention and control. Take the lead in preventing and fighting terrorism, riots, and complex situations regarding national security, social order, and safety in accordance with the law. Proactively prevent, detect, stop, and fight against crime and legal violations relating to social order and safety, protect the environment, natural resources, and food safety related to the environment; receive and resolve crime reports, denouncements, and recommendations for prosecution; prosecute and investigate crimes in accordance with the law; conduct criminal statistics; identify causes and conditions leading to crimes, legal violations relating to social order and safety, and propose remedial measures; educate law-violating subjects in the community according to the law.
8. Manage the execution of criminal sentences and pre-trial detention; manage prisons, detention centers, temporary detention facilities, compulsory education centers, reformatory schools; organize the execution of judgments, decisions on criminal matters, judicial measures; supervise and educate minors exempted from criminal liability; manage subjects released early under parole conditions; conduct escort and warrant issuance work, manage tangible evidence warehouses, protect courts, and perform other judicial assistance tasks according to the law.
9. Manage the sanctioning and handling of administrative violations in the field of national security, social order, and safety; sanction administrative violations and implement administrative handling measures in accordance with the law; ensure security, order in enforcement of compulsory decisions upon the request of competent authorities.
10. Manage residence, the national database on residential information, and the citizen identification database, seals, traffic order, and safety, public order, weapons, explosives, precursor explosives, supporting tools, fire prevention, fighting, and rescue, and relief according to the law; issue and manage citizen identity cards and other identity documents; register, issue, and manage vehicle license plates of motor vehicles; conduct firefighting, rescue, and relief work, and manage security and order concerning industries and professions subject to conditional investment and business according to the law.
11. Lead and coordinate the management and conduct propaganda, education about protecting national security, ensuring social order and safety, combating crime, and legal violations relating to national security, social order, and safety; guide, inspect, and audit, handle complaints, denouncements, and violations in activities protecting national security, ensuring social order and safety, combating crime, and legal violations relating to national security, social order, and safety.
12. Play a pivotal role in building a public security force and a people's security posture; build a movement for all people to protect national security. Guide agencies and organizations in performing tasks of protecting internal political security, economic security, ideological - cultural security, cyber security, communication, social security, environmental security.
13. Guide, train professional skills, and foster legal knowledge for grassroots-level organizations participating in protecting security and order, street guards, civil defense, and security protection at agencies and enterprises according to the law.
14. Apply measures to mobilize the populace, use legal, diplomatic, economic, scientific - technical, professional, and armed measures to protect national security, ensure social order, and safety, and combat crime and legal violations relating to national security, social order, and safety.
15. Use weapons, explosives, supporting tools, force, technical means, and other methods to attack, capture criminals, prevent individuals from committing crimes or other illegal acts, and for self-defense as provided by law.
16. Decide or propose to suspend or temporarily suspend the activities of agencies, organizations, or individuals whose acts pose a danger or threaten to pose a danger to national security, social order, and safety; require agencies, organizations, and individuals to provide information, documents, and objects when it is determined to be related to activities infringing on national security, social order, and safety as stipulated by law. Mobilize and requisition information means, vehicles, and other means, and personnel utilizing or operating such means in urgent situations to protect national security, ensure social order, or to prevent immediate damage to society.
17. Take measures to protect national security and ensure social order and safety according to the law when there is a state of war, a state of emergency, or when there is a threat to national security, social order, and safety that does not yet warrant declaring a state of emergency.
18. Manage and develop the public security industry; research, apply, and mobilize scientific and technological achievements, techniques in protecting national security, ensuring social order and safety, fighting crime, legal violations relating to national security, social order, and safety, and build the People's Public Security.
19. Build the People's Public Security revolutionary, regular, elite, and gradually modernized, prioritizing certain forces for modernization; play the core role in performing tasks of protecting national security, ensuring social order, and fighting against crime and legal violations relating to national security, social order, and safety.
20. Perform international obligations; cooperate internationally in combating crime, protecting national security, ensuring social order and safety, and building the People's Public Security; perform judicial assistance in criminal matters as stipulated by law. The Ministry of Public Security serves as the central authority of the Socialist Republic of Vietnam in extradition and transfer of prisoners serving their sentences.
21. Perform other duties and powers as stipulated by law.
Thus, the People's Public Security has the duties and powers as stipulated above.
