According to Clauses 1 and 2, Article 18 of the Law on Road Traffic 2008, standing and parking are regulated as follows:

Standing and parking on roads
1. Standing vehicle is a vehicle that is stationary for the time needed to pick up or set down persons or to load or unload goods or to do other things.
2. Parked vehicle is a vehicle that is stationary for an unlimited time.

In addition, according to the provisions of Clause 3, Article 18 of the Law on Road Traffic 2008, when standing or parking his/her vehicle on a road, the operator shall comply with the following provisions:

- To give a signal to operators of other vehicles;

- To stand or park his/her vehicle at places with large roadsides or on land plots outside the carriageway; where the roadside is narrow or not available, to stand or park the vehicle close to the right edge of the carriage along the direction of traffic;

- Where a car stop or a parking lot has been built or designated, to stand or park the vehicle at such place;

- After parking the vehicle, the operator may leave the vehicle only after taking safety measures, if the parked vehicle occupies part of the carriageway, the operator shall place danger warning signs in front of and behind the vehicle for the operators of other vehicles to notice;

- Not to open the door of the vehicle or leave it open or alight from the vehicle when safety conditions are not assured;

- When standing the vehicle, not to shut down the engine and leave the driving seat;

- The vehicle parked on a steep road must have its wheels chocked.

When standing or parking his/her vehicle on street, the operator shall comply with the above provisions and the following provisions specified in Clause 1, Article 19 of the Law on Road Traffic 2008 is as follows:

- To stand or park the vehicle close to the right kerb or pavement of the street along the direction of traffic, with the distance between the nearest wheel and the kerb or pavement not exceeding 0.25 m and without obstructing or endangering traffic.

- In narrow streets, to stand or park the vehicle at positions at least 20 meters away from the vehicle parked on the other side.

* For road:

It is forbidden to stand or park a vehicle at the positions specified in Clause 4, Article 18 of the Law on Road Traffic 2008, specifically as follows:

- On the left side of one-way carriages;

- On bends and close the crests of slopes with insufficient visibility;

- On bridges, under flyovers;

- In parallel with another standing or parked vehicle;

- On pedestrian crossings;

- At an intersection and within 5 meters from the edge of the intersection;

- At bus stops;

- In front of and within 5 meters from both sides of the entrances of offices of agencies or organizations;

- At road sections wide enough for only line of traffic;

- Within railroad tracks’ safety areas;

- At places where the vehicle would conceal road signs.

* For the street:

According to the provisions of Clause 2, Article 19 of the Law on Road Traffic 2008, do not stand or park the vehicle on tramways, on manholes of water drainage sewers, or openings of telephone or high-voltage electricity trenches or places exclusively reserved for fire engines to get water. Not to leave the vehicle on roadbed or pavement in contravention of regulations.

Thus, based on the above provisions, standing or parking in front of other people's houses is not a violation of the law. However, when standing and parking, the vehicle must meet the conditions and regulations on standing and parking on roads and streets in accordance with regulations.

What are the penalties for the act of standing or parking without signaling on roads in Vietnam?

Penalties for standing or parking in violation of regulations are based on Clause 1, Article 5 of Decree 100/2019/ND-CP (amended by Point i, Clause 34, Article 2 of Decree 123/2021/ND-CP). can:

Penalties imposed upon operators of cars and car-like vehicles violating traffic rules
1. A fine ranging from VND 300,000 to VND 400,000 shall be imposed upon a vehicle operator who commits any of the following violations:
a) Failure to comply with road signs and road markings, except for violations specified in Points a, d, g, h, i and k Clause 2; Points a, d, dd, e, k, l, o, r and s Clause 3; Points b, c, d, dd and i Clause 4; Points a, c, d, dd, e, g and i Clause 5; Point a, Clause 6; Point a, Point c, Point d Clause 7; Point a Clause 8 of this Article;
b) Turning without yielding to the pedestrians and wheelchairs of the disabled that cross the street at crosswalks, or without yielding to non-motorized vehicles running in the cycle lane.
c) Turning without yielding to oncoming vehicles, the pedestrians and wheelchairs of the disabled that cross the street at other positions than crosswalks;
d) standing or parking without signaling;
dd) Occupying part of the roadway when parking on the street without placing a warning sign as prescribed, except for the violations specified in Point c Clause 6 of this Article and parking at permissible positions;
e) No placement of signs in front of the towing vehicle and behind the towed vehicle; operating a tractor-trailer without signs as prescribed;
g) Honking from 10 pm to 5 am in urban and residential areas, except for emergency vehicles on duty as per the law;

Accordingly, the act of standing or parking without signaling will be imposed a fine ranging from VND 300,000 to VND 400,000.

In addition, violators will also have their driver's license revoked for 1 to 3 months.
