According to Official Letter 2466/BNV-TCCB dated June 10, 2022 on organization of the pay grace promotion exams for officials, stipulating the standards and conditions of pay grace promotion exams for officials.
- Vietnamese officials who register for the pay grace promotion exams for officials in 2022 must fully meet the following criteria and conditions:
+ The unit employing officials has demand.
+ Be evaluated and rated as well-completing tasks or higher in 2021; have good political and moral qualities; exclude the period of disciplinary action or in the process of disciplinary review by the competent authority.
+ Hold the rank of specialist (quota code 01.003) and have the capacity, professional qualifications and expertise to take up a job position corresponding to the rank of chief expert (quota code 01.002).
+ Satisfy the requirements for diplomas and certificates according to the standards of training and retraining qualifications of the chief specialist rank specified in Circular No. 02/2021/TT-BNV4.
+ Have held the rank of specialist or equivalent from full 9 (nine) years or more (excluding probationary period, probationary period), of which the period of holding the rank of specialist is at least 1 year (full 12 months). up to the deadline for submitting the application for the promotion exam.
+ In case officials and public employees, before being appointed to be the experts, have had time to arrange salaries according to professional titles in public service providers, according to the salary scale of state enterprises or salary levels. For officers whose time is calculated as a basis for ranking and salary grade in the specialist rank, that time is counted as equivalent to the time of holding the expert rank in order to take the exam to raise the rank to the chief officer.
+ During the time of holding the rank of expert and equivalent, has participated in the development and appraisal of at least 1 (one) legal document or scientific research topic, scheme, project or program from grassroots level. Offices or higher that the agency employing public employees assigned to lead the research and construction has been promulgated or accepted by a competent authority.

According to Official Letter 2466/BNV-TCCB dated June 10, 2022 on organization of the official rank promotion and public employee promotion exam, it is stipulated that the standard conditions for officials participating in the exam to raise the rank to chief inspector in 2022 must meet the following requirements: meet the following conditions and criteria:
+ The unit employing officials has demand.
+ Be evaluated and rated as well-completing tasks or higher in 2021; have good political and moral qualities; exclude the period of disciplinary action or in the process of disciplinary review by the competent authority.
+ Hold the rank of inspector (quota code 04.025) and have the capacity, professional qualifications and expertise to take up a job position corresponding to the rank of chief inspector (quota code 04.024).
+ Satisfy requirements for diplomas, certificates, topics, schemes and other requirements on professional standards of chief inspector ranks as prescribed in Decree No. 97/2011/ND-CP5 .
+ Have worked in the inspector rank and equivalent for at least 9 (nine) years or more (excluding the probationary period, probationary period), of which the period of holding the rank of inspector is at least 1 year. full 12 months) by the end of the deadline for submitting the application for the promotion exam. + The unit employing officials has demand.
+ Be evaluated and rated at the level of completing tasks well or higher in 2021; have good political and moral qualities; exclude the period of disciplinary action or in the process of disciplinary review by the competent authority.
+ Hold the rank of official (quotation code 01.004) and have the capacity, professional qualifications and professional qualifications to take up a job position corresponding to the rank of specialist (quotation code 01.003).
+ Satisfy the requirements for diplomas and certificates according to the standards of training and retraining qualifications of the specialist rank specified in Circular No. 02/2021/TT-BNV.
+ Have held the rank of officials and the equivalent of 3 (three) years or more (excluding the probationary period or probationary period). If there is a period equivalent to the rank of officials, the period of holding the rank of officials must be at least 1 year (full 12 months) by the deadline for submitting the application for registration for the promotion exam.
