According to Resolution 104/2023/QH15, comprehensive salary policy reform will be implemented according to Resolution 27-NQ/TW of 2018 from July 1, 2024.

According to Resolution 27-NQ/TW of 2018, the three salary scales for job positions in the army and police from July 1, 2024, when salary reform is implemented, include:

How will the new three salary scales for the army and police from July 1, 2024, change compared to the current two salary scales?

According to point a, clause 1, Article 5 of Decree 204/2004/ND-CP, the army and police are currently applied with the following two salary scales:

- Salary scale for military ranks of military officers and non-commissioned officers of the People's Public Security officers.

- Salary scale for professional soldiers of the People's Army and technical specialists of the People's Public Security.

According to Article 3 of Circular 10/2023/TT-BNV, the salary of the army and police is currently calculated as follows:

Recently, the Chairman of the National Assembly signed and issued Resolution 104/2023/QH15 on the State Budget Estimates for 2024.

Resolution 104/2023/QH15 mentions that comprehensive salary policy reform will be implemented according to Resolution 27-NQ/TW of 2018.

According to Resolution 27-NQ/TW of 2018, new salary scales will be constructed for the army and police as follows:

Build, promulgate a system of three new salary scales for the army and police according to job positions, titles, and leadership positions to replace the current salary scale system; transition the old salary to the new one, ensuring it is not lower than the current salary, including:

- 1 salary scale for military officers, police officers, and non-commissioned officers (according to position, title, and military or police rank);

- 1 salary scale for professional soldiers and technical specialists in the police;

- 1 salary scale for national defense workers and police workers (maintaining the salary relationship between armed forces compared to administrative officials as currently);

At the same time, Resolution 27-NQ/TW of 2018 outlines the new salary structure design, which includes:

Design a new salary structure comprising: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). Add bonuses (a bonus fund equivalent to about 10% of the total annual salary fund, excluding allowances).

It is expected that from July 1, 2024, when salary reform is implemented, the salary of the army and police will be calculated as follows:

What Is the Current Statutory Pay Rate Used to Calculate the Salary of the Army and Police?

According to Article 3 of Decree 24/2023/ND-CP, the statutory pay rate is regulated as follows:

Statutory Pay Rate

1. The statutory pay rate is used as a basis for:

a) Calculating the salary in the salary scales, allowances, and implementing other policies as prescribed by law for the subjects specified in Article 2 of this Decree;

b) Calculating activity funds, living expenses as prescribed by law;

c) Calculating deductions and policies based on the statutory pay rate.

2. From July 1, 2023, the statutory pay rate is 1,800,000 VND/month.

3. Continue to implement specific financial and income mechanisms for agencies and units that are implementing specific financial and income mechanisms at the central level assigned by competent authorities for several government administrative units until the comprehensive salary policy reform is implemented according to Resolution No. 27-NQ/TW dated May 21, 2018, of the Seventh Meeting of the 12th Central Executive Committee; the monthly salary and additional income increase according to the statutory pay rate of 1,800,000 VND/month from July 1, 2023, according to the specific mechanism ensuring not exceeding the average salary and additional income increase in 2022 (excluding the part of salary and additional income increase by adjusting the salary coefficient according to rank promotions and upgrades).

4. The Government of Vietnam will submit to the National Assembly for consideration to adjust the statutory pay rate according to the state budget capability, consumer price index, and the country's economic growth rate.

Thus, the current statutory pay rate used as the basis for calculating the salary in the salary scales, allowances, and implementing other policies according to the law for the army and police is 1,800,000 VND/month.
