What is the content and format of pay grade promotion exams for officials in Vietnam?

According to Section III of Official Dispatch 2466/BNV-TCCB dated June 10, 2022, the content and format of the exam are prescribed as follows:

- Content and form of the pay grade promotion exam: Comply with the provisions of Article 37 of Decree No. 138/2020/ND-CP, in which:

+ Computer-based multiple-choice test: General knowledge, foreign languages.

+ Written exam: Professional subjects.

- Content and form of the public employee pay grade promotion exam:

+ Comply with the provisions of Article 39 of Decree No. 115/2020/ND-CP, in which:

+ Computer-based multiple-choice test: General knowledge, foreign languages.

+ Written exam: Professional subjects.

+ Time to organize the exam: Expected July 2022 (the exam schedule will be arranged by the Examination Council and will be notified in writing later).

According to Section IV of Official Letter 2466/BNV-TCCB dated June 10, 2022 stipulating the criteria and conditions for participating in the official promotion and public employee promotion exam as follows:

"IV. ON REVIEW OF STANDARDS, CONDITIONS FOR EXAMINATION

1. For administrative officials at agencies and units under the Ministry of Home Affairs:

The Department of Personnel and Organization, the Ministry of Home Affairs appraises the application for registration for the pay grade promotion exam and is responsible for the standards and conditions of the officials appointed to participate in the exam; keep and manage exam dossiers in accordance with law.

2. For public employees at public service providers under the Ministry of Home Affairs:

The head of the agency or unit that appoints public employees to participate in the promotion exam for professional titles is responsible before the law and the Minister of Home Affairs for the standards and conditions of public employees appointed to participate in the professional titles promotion exam. , on the exemption of foreign language exams for public employees; keep and manage registration dossiers of officials participating in the professional titles promotion contest according to the provisions of law.

3. For ministries, branches and localities that wish to appoint officials and public employees to participate in exams organized by the Ministry of Home Affairs; branches and localities shall contact and coordinate with the Ministry of Home Affairs, make a list of officials and public employees who are eligible to take the exam (according to the form in relevant documents) and send a written request to the Ministry of Home Affairs.The head of the agency manage officials and public employees must be responsible for the standards and conditions of officials and public employees who are nominated to take the exam (including the conditions for exemption from foreign language exams) and for keeping and managing exam registration dossiers of officials and public employees in accordance with law; determine the quotas for raising the rank of official and the promotion of the professional titles of public employees under their management according to current regulations."

Which organizations are in charge of conducting the pay grade promotion exams for officials and public employees in Vietnam?

According to Section IV of Official Letter 2466/BNV-TCCB dated June 10, 2022 on organization of the exam for promotion of officials and public employees as follows:

"V. ORGANIZATION OF IMPLEMENTATION

1. Department of Organization and Personnel

a) Review the standards and conditions of officials and public employees sent to participate in the exam.

b) Submit to the leadership of the Ministry for consideration and approval the quota for promotion and promotion of public employees of each agency, unit and affiliated unit in accordance with the requirements of the job position approved by the competent authority.

c) Assume the prime responsibility for, and coordinate with the Office of the Ministry and the Department of Planning and Finance in formulating a budget estimate for the organization of the exam according to regulations and reporting it to the Ministry's leadership for consideration and decision.

d) Assume the prime responsibility for, and coordinate with relevant organizations and units in, organizing the exam in accordance with law.

2. Department of Planning - Finance

Ensure funds to organize the exam according to regulations. Coordinate with the Department of Organization and Personnel in formulating a budget estimate for the organization of the promotion exam for officials and public employees (professional titles) in 2022.

3. Ministry Office

a) Coordinate with the Department of Organization and Personnel in formulating cost estimates; organize the collection of fees and payment of funds for the organization of the promotion exam for official and the professional titles promotion exams for public employees in 2022.

b) Ensure material facilities to hold the exam for the job contents to be performed at the headquarters of the Ministry of Home Affairs.

4. Hanoi University of Internal Affairs

Coordinate with the Department of Personnel Organization to organize the exam. Ensure the conditions for computers, exam rooms and other conditions serving the exam; at the same time, contact the local ward police to coordinate and strengthen internal protection to ensure exam safety according to regulations.

5. Agencies and units under and under the Ministry

Public announcement of the document to the organization about the official promotion exam and the professional titles promotion exams of public employee in 2022 so that officials and public employees meeting the conditions and criteria to register for the exam.

6. For officials and public employees participating in the exam

Officials and public employees who meet the prescribed conditions and criteria have the right to register for the exam and must be responsible before the law and the head of the agency or unit for the accuracy of the content of the registration.

Agencies and units that wish to appoint officials and public employees to participate in the exam shall send a written request to the Department of Organization and Personnel, the Ministry of Home Affairs (enclosed with the list and dossiers of nomination of officials to participate in the promotion exam; list of nominations for promotion exam of officials and documents proving exemption from foreign language exams) before June 30, 2022.

This document replaces the document No. 2409/BNV-TCCB dated June 9, 2022 of the Ministry of Home Affairs on the organization of the exam for official promotion and public employee promotion in 2022.
