What is the public utility telecommunications service in Vietnam?

Public-utility telecommunications services in Vietnam include universal telecommunications services and compulsory telecommunications services.

Universal telecommunications service means a telecommunications service provided to all people; according to the list, conditions, quality and freight rates prescribed by the State.

Compulsory telecommunications service means a provided telecommunications service; required by the State to secure communication in case of emergency.

The purpose of public-utility telecommunications services is to make telecommunications services universally available throughout the country; and everyone has equal access.

Who applies the level of support for providing and using public-utility telecommunications services in Vietnam?

According to Article 2 of the Draft Circular stipulating the level of support for the provision and use of public-utility telecommunications services (2nd Draft), including:

- The Ministry of Information and Communications and relevant agencies and organizations at the central and local levels in the management and implementation of the Program.

- Enterprises providing public telecommunications services.

- Agencies, organizations and individuals using public-utility telecommunications services (hereinafter collectively referred to as users of public-utility telecommunications services).

Thus, if you are a user of public-utility telecommunications services in Vietnam, you will be applied the level of support for providing and using public-utility telecommunications services.

Supporting principles of the Program for the provision and use of public-utility telecommunications services in Vietnam

According to Article 3 of the Draft Circular stipulating the level of support for the provision and use of public-utility telecommunications services (2nd Draft), the principles of support are as follows:

- For enterprises providing public-utility telecommunications services

+ Partial support of service provision costs for disadvantaged areas to be provided with universal telecommunications services;

+ Distinguishing support levels by geographical area, suitable to conditions of infrastructure development, maintenance of service supply networks and development of telecommunications market.

- For service user support

+ Priority is given to poor and near-poor households (according to the Government's regulations on multi-dimensional poverty line for the period of 2021 - 2025) and at the same time having a member of the household who is receiving a monthly 'subsidy' according to the Ordinance on Incentives for People. 02/2020/UBTVQH14 dated December 9, 2020 of the Standing Committee of the National Assembly wishing to use public telecommunications services.

Accordingly, your family belonging to a needy household will be prioritized for support to use public telecommunications services in Vietnam.
