Hello LawNet, I have a question as follows: Does the Government of Vietnam intend to invest in any projects to connect traffic between Hanoi Capital and nearby localities in the region? What is the expected scale and cost of the project?

Ring Road 4 - Hanoi Capital Region project to be built to connect key economic regions of Hanoi Capital region?

Pursuant to Clause 1, Article 2 of Resolution 56/2022/QH2015 mentioning the objectives of building Ring Road - Hanoi Capital Region as follows:

“Article 2
1. Objectives:
Invest in the construction of the Ring Road 4 - Hanoi Capital Region, the key economic inter-regional belt of the Hanoi Capital Region, connecting Hanoi capital with Hung Yen province, Bac Ninh province and other localities in the region, promote investment efficiency for projects that have been and are being invested, create new development space and solve existing problems of Hanoi Capital, exploit the potential of land use, build modern and sustainable urban system; contribute to the successful implementation of socio-economic development goals and tasks of Vietnam according to the Resolution of the 13th National Congress of the Communist Party."

Accordingly, the investment of Ring Road 4 - Hanoi Capital Region project will have the goal of being a belt linking the key economic region of Hanoi Capital region, connecting Hanoi with other provinces in the region.

What is the scale and technology of the Ring Road 4 - Hanoi Capital Region project?

Pursuant to Clauses 2 and 3, Article 2 of Resolution 56/2022/QH15 stipulates as follows:

“Article 2
2. Scope, scale and form of investment:
Invest about 112.8 km, divided into 07 component projects; The scale and form of investment of each component project are determined in the Appendix attached to this Resolution.
3. Technology:
The project applies advanced and modern technologies to ensure safety, synchronization, quality and efficiency requirements. Encourage the application of high technology in construction organization and climate change adaptation. Implement the form of automatic toll collection without stopping in exploitation and operation.”

Thus, Ring Road 4 - Hanoi Capital Region will be invested and built with a total length of about 112.8km and use advanced and modern technologies to ensure safety, synchronization, safety requirements, quality and efficiency in project implementation.

More than 85,000 billion VND and more than 1000 hectares of land to be invested in the Ring Road 4 - Hanoi Capital Region project?

Pursuant to Clauses 4 and 5, Article 2 of Resolution 56/2022/QH15 stipulates as follows:

“Article 2
4. Demand for land use and plans for compensation, support and resettlement:
Preliminary land use demand of the Project is about 1,341 ha, of which: rice land is about 816 ha, other agricultural land is about 258 ha, residential land (residential land) is about 58 ha, and other land is about 209 ha. Permit to change the purpose of land use for rice cultivation for the implementation of the Project. Site clearance for the entire route once according to the planned scale.
5. Preliminary total investment and capital sources:
Preliminary total investment of the Project is 85,813 billion VND (eighty five thousand, eight hundred and thirteen billion VND), of which:
a) State budget capital in the 2021 - 2025 period is 41,860 billion VND (forty one thousand, eight hundred and sixty billion dong), including:
- Central budget capital in the medium-term public investment plan for the 2021 - 2025 period is VND 19,383 billion (nineteen thousand, three hundred and eighty-three billion VND);
- Local budget capital in the 2021 - 2025 period is 22,477 billion VND (twenty-two thousand, four hundred and seventy seven billion dong), of which: Hanoi city is 19,477 billion dong (nineteen thousand, four hundred and seventy seven). seventy-seven billion dong); Hung Yen province is 1,000 billion VND (one trillion VND) and Bac Ninh province is 2,000 billion VND (two trillion VND);

- Local budget is 5,716 billion VND (five thousand, seven hundred and sixteen billion VND), of which: Hanoi city is 4,047 billion VND (four thousand, not hundred and forty seven billion VND); Hung Yen province is 505 billion dong (five hundred and five billion dong) and Bac Ninh province is 1,164 billion dong (one thousand, one hundred and sixty-four billion dong);
c) The capital arranged by the investor is VND 29,447 billion (twenty-nine thousand, four hundred and forty-seven billion dong).”

Accordingly, the investment of Ring Road 4 - Hanoi Capital Region project will have a preliminary total investment of about VND 85,813 billion and use about 1,341 hectares of land for the entire

Pursuant to Clause 6, Article 2 of Resolution 56/2022/QH15 stipulating the progress of the investment to build Ring Road 4 - Hanoi Capital Region project as follows:

“Article 2
6. Implementation progress:
Prepare to invest, implement the Project from 2022, basically complete in 2026 and put into operation from 2027."

Accordingly, the project will be completed in 2026 and put into use from 2027.
