Bien Hoa - Vung Tau expressway to be built to maximize the potential of Southern seaports in Vietnam?
Pursuant to Clause 1, Article 2 of Resolution 59/2022/QH15, there are comments on the investment objectives to build Bien Hoa - Vung Tau expressway as follows:
“Article 2
1. Objectives:
Investment Project completed and put into operation synchronously with the North - South expressway in the East, Long Thanh international airport, connecting economic centers and seaports; maximize the potential of Cai Mep - Thi Vai seaport to meet the transportation demand; creating space, driving force and space for the development of the Southeast region with a synchronous and modern technical and social infrastructure system; contribute to ensuring national defense and security; improve the competitiveness of the economy, step by step successfully implement the socio-economic development goals and tasks of the country according to the Resolution of the 13th Vietnam National Congress of the Communist Party.
Accordingly, the investment project of the Bien Hoa - Tau Expressway is for achieving such goals as connecting economic centers and seaports; maximizing the potential of Cai Mep - Thi Vai seaport, meeting the demand for transportation.

Pursuant to Clause 4, Article 2 of Resolution 59/2022/QH15 stipulating the demand for investment land of the Bien Hoa - Vung Tau expressway project as follows:
“Article 2

4. Demand for land use and plans for compensation, support and resettlement:
Preliminary land use demand of the Project is about 519.64 ha, of which: rice land is about 34.29 ha, residential land (residential land) is about 30.45 ha, land for perennial crops is about 205.31 ha, land for annual crops is about 52.63 ha, land for aquaculture is about 2.55 ha and other land is about 194.41 ha. Site clearance for the entire route once according to the planned scale.”
Pursuant to Clause 5, Article 2 of Resolution 59/2022/QH15 stipulating the total investment capital of the Bien Hoa - Vung Tau expressway project as follows:
“Article 2

5. Preliminary total investment and capital sources:
Preliminary total investment of the project is 17,837 billion VND (seventeen thousand, eight hundred and thirty seven billion VND), of which:
a) State budget capital in the 2021 - 2025 period is VND 14,270 billion (fourteen thousand, two hundred and seventy billion VND), including:
- Central budget capital is 11,000 billion VND (eleventeen trillion VND), of which: 5,360 billion VND (five thousand, three hundred and sixty billion VND) capital of the central budget in the medium-term public investment plan period 2021 - 2025; VND 465 billion (four hundred and sixty five billion dong) from the review and rearrangement of the medium-term public investment plan for the 2021 - 2025 period of the Ministry of Transport; 3,500 billion VND (three thousand, five hundred billion dong) of state budget capital for development investment according to Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support support the program of socio-economic recovery and development and VND 1,675 billion (one thousand, six hundred and seventy five billion dong) sources of revenue increase, reduction and savings in central budget expenditures in 2021;
- Local budget capital is 3,270 billion VND (three thousand, two hundred and seventy billion VND), of which: Dong Nai province is 2,600 billion VND (two thousand, six hundred billion VND) and Ba Ria - Vung Tau province is 2,600 billion VND (two thousand, six hundred billion VND) 670 billion VND (six hundred and seventy billion VND).
b) Capital from the central budget for the period 2026 - 2030 is 3,567 billion VND (three thousand, five hundred and sixty seven billion VND)."
Thus, the construction investment project of Bien Hoa - Vung Tau expressway is expected to use about 519.64 hectares of land and the estimated expenditure for the total project investment capital is about VND 17,837 billion.
What is the process of the Bien Hoa - Vung Tau expressway project in Vietnam?
Pursuant to Clause 1, Article 3 of Resolution 59/2022/QH15 stipulating as follows:
“Article 3
1. The project process are following special mechanisms and policies as follows:
a) The Government of Vietnam shall direct the Ministry of Transport to assume the prime responsibility for, and coordinate with the Ministry of Finance, relevant ministries, branches and localities in, formulating a plan to recover the project investment capital and return it to the central budget and local budget according to the proportion of capital contributed to the project investment;
b) Comply with the provisions of Article 5 of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the socio-economic recovery and development program;
c) In case the project investment policy is adjusted while the National Assembly is not in session, the National Assembly shall authorize the National Assembly Standing Committee to consider and decide;
d) The order, procedures and competence to appraise and decide on investment in component projects are similar to those of group A projects as prescribed by law and regulations.

dd) Allow division of the Project into component projects defined in the Appendix to this Resolution.”
Thus, the implementation of the Bien Hoa - Vung Tau expressway construction investment project will be subject to special mechanisms and policies according to the above regulations.
