How Will the 5 New Salary Tables for Officials, Public Employees, and Armed Forces Under Resolution 27 be Designed?
According to the spirit of Resolution 27-NQ/TW 2018, the 5 new salary tables applicable to officials, public employees, and armed forces include the following:
- Build 1 salary table for positions applicable to officials and public employees holding leadership positions (elective and appointive) within the political system from the central to communal levels according to the principles:
+ The salary level for the position must reflect the hierarchy within the political system; any individual holding a leadership position receives the salary of that position, if holding multiple positions, the highest salary is taken; equivalent leadership positions receive the same salary; the salary of the superior leader must be higher than that of the subordinate leader;
+ Specify one salary level for each type of equivalent position; do not classify ministries and central authorities, committees, and equivalent levels at the central level when constructing the central position salary table; do not differentiate different salary levels for the same leadership title according to administrative unit classification at the local level but implement through allowance policies. The classification of equivalent leadership positions within the political system to design the position salary table is decided by the Politburo after reporting to the Central Committee.
- Build 1 professional and occupational salary table according to official ranks and public employee professional titles, applied generally to officials and public employees not holding leadership positions; each official rank, public employee professional title has multiple salary levels according to the principles:
+ The same work complexity level receives the same salary; more demanding work conditions and occupational incentives are implemented through allowance policies according to occupation; rearrange the rank groups and number of levels within the official ranks, public employee professional titles, encouraging officials and public employees to improve their professional and occupational qualifications.
+ Appointment to an official rank or public employee professional title must be linked to the job position and official rank structure, public employee professional title managed by agencies, organizations, and units managing officials and public employees.
- Build 3 salary tables for the armed forces, including:
+ 01 salary table for military officers, police officers, and non-commissioned officers by vocation (according to position, title, and rank);
+ 01 salary table for professional military personnel, police technical expertise;
+ 01 salary table for defense workers and police workers (maintaining salary comparisons of the armed forces relative to administrative officials as currently).
How Will the 5 New Job Position-Based Salary Tables from July 1, 2024, be Designed?
According to the spirit of Resolution 27-NQ/TW 2018, the design of the 5 new job position-based salary tables when the salary reform is implemented will be based on the following specific factors:
- Abolish the current statutory pay rate and salary coefficient, build a basic salary level with specific amounts in the new salary tables.
- Implement uniform labor contract policies according to the provisions of the Labor Code (or service provision contracts) for those performing auxiliary and service tasks (requiring training below intermediate level), not applying the officials and public employees salary tables to these subjects.
- Determine the lowest salary level of officials and public employees in the public sector to be the salary of those performing tasks requiring intermediate training (level 1) not less than the lowest salary of trained labor in the enterprise sector.
- Expand the salary relationship as a basis to determine specific salary levels in the salary tables, gradually approaching the salary relationships of the enterprise sector in line with the state's resources.
- Perfect the policies of regular salary increases and pre-term salary increases for officials, public employees, and armed forces in accordance with the new salary tables regulations.
