Pursuant to Point i Clause 3 Article 11 Decree 144/2021/ND-CP, Point a Clause 7 Article 11 Decree 144/2021/ND-CP stipulating as follows:
Violations of regulations on the management and use of weapons, explosives, precursors to explosives, supporting tools, fireworks, and dangerous toys that are banned

3. A fine ranging from 5,000,000 VND to 10,000,000 VND shall be imposed for one of the following acts:
...
i) Illegally using fireworks, firework powders;
...
7. Additional sanctions:
a) Confiscation of material evidence and means of administrative violations for acts specified at Points d and dd Clause 1; Points a, b, c, e and g Clause 2; Points a, c, d, dd, e, h, i, and k Clause 3; Points a, b, c, d, dd, e, h, and i Clause 4 and Clause 5 of this Article;

Thus, based on the above provisions, those who illegally set off fireworks may be fined from 5 million VND to 10 million VND.
In addition to the fine, additional sanctions may include the confiscation of material evidence and means of administrative violations.
*Note: The above penalty is for individuals, organizations violating will be fined twice the amount fine for individuals.

What types of fireworks are allowed during Tet Nguyen Dan 2024?
Pursuant to Article 17 Decree 137/2020/ND-CP stipulating as follows:
Using fireworks
1. Agencies, organizations, and individuals with full civil act capacity are allowed to use fireworks in the following cases: Festivals, Tet, birthdays, weddings, conferences, grand openings, anniversaries, and in cultural and artistic activities.
2. Agencies, organizations, and individuals when using fireworks are only allowed to buy them from organizations and enterprises licensed to produce and trade fireworks.
Pursuant to Point b Clause 1 Article 3 Decree 137/2020/ND-CP stipulating that fireworks are products manufactured either manually or industrially, which, when stimulated by mechanical, thermal, chemical, or electrical impulses, create sound, light, or color effects in the space without causing an explosion.
Citizens with full civil act capacity are allowed to buy and use fireworks through organizations and enterprises licensed to produce and trade fireworks.
Currently, only the 21 Chemical One Member Limited Liability Company (Z121 Factory) under the Ministry of National Defence is authorized to produce and supply fireworks in Vietnam. Some fireworks types from Z121 listed by the 21 Chemical One Member Limited Liability Company of the Ministry of National Defence as of August 1, 2023, are as follows:

Thus, during Tet 2024, people are allowed to buy and ignite some specific types of fireworks produced by Z121 Factory under the Ministry of National Defence, including: water-spraying tubes, sparkler sticks, twirling flowers, waterfall sparklers, sparkling sets, flash sets, etc.
Simultaneously, these fireworks types do not create noise but only produce beautiful light and color effects, suitable for entertainment purposes. The purchase and use of fireworks must comply with regulations on age, identification, and safe usage.
When to set off fireworks during Tet Nguyen Dan 2024?
Pursuant to Article 11 Decree 137/2020/ND-CP stipulating the cases of organizing firework displays as follows:
Cases of organizing firework displays
1. Tet Nguyen Dan
a) Centrally-governed cities and Thua Thien Hue province are allowed to set off both high-altitude and low-altitude fireworks, for not more than 15 minutes; other provinces are allowed to set off low-altitude fireworks, for not more than 15 minutes;
b) Fireworks will be set off at the moment of Tet Nguyen Dan's Eve.
2. Hung Kings' Death Anniversary
a) Phu Tho province is allowed to set off low-altitude fireworks, for not more than 15 minutes, at the Hung Temple area;
b) Fireworks will be set off at 9:00 PM on the 9th of March (lunar calendar).
3. National Day
a) Centrally-governed cities and Thua Thien Hue province can set off both high-altitude and low-altitude fireworks, for not more than 15 minutes; other provinces can set off low-altitude fireworks, for not more than 15 minutes;
b) Fireworks will be set off at 9:00 PM on September 2.
4. Victory Day of Dien Bien Phu
a) Dien Bien province is allowed to set off low-altitude fireworks, for not more than 15 minutes, in Dien Bien Phu City;
b) Fireworks will be set off at 9:00 PM on May 7.
5. Victory Day (April 30 (Gregorian calendar))
a) The capital Hanoi and Ho Chi Minh City can set off both high-altitude and low-altitude fireworks, for not more than 15 minutes;
b) Fireworks will be set off at 9:00 PM on April 30.
6. Anniversary and establishment of centrally-governed cities and provinces
a) Centrally-governed cities and Thua Thien Hue province can set off both high-altitude and low-altitude fireworks, for not more than 15 minutes; other provinces can set off low-altitude fireworks, for not more than 15 minutes;
b) Fireworks will be set off at 9:00 PM on the anniversary/establishment date.
7. National and international cultural, tourism, and sports events.
8. Other cases decided by the Prime Minister the Government of Vietnam.
Thus, based on the above provisions, Tet Nguyen Dan 2024 is one of the cases for organizing a firework display.
The time for the firework display is at the moment of Tet Nguyen Dan's Eve 2024.
Specifically:
- Centrally-governed cities and Thua Thien Hue province are allowed to set off both high-altitude and low-altitude fireworks, for not more than 15 minutes.
- Other provinces are allowed to set off low-altitude fireworks, for not more than 15 minutes.
