What Content Must Communist Party Members Annually Supplement in Their Records?
At sub-section 8.1, Section 8 of Guidance 01-HD/TW 2021, there are regulations on party member records as follows:

c) Supplementing and completing party member records
- For party members who have been admitted into the Communist Party from the implementation of Regulation No. 29-QD/TW, dated June 2, 1997, of the Politburo of the VIII term until now, the party member record must include all documents as stipulated at points a and b mentioned above.
- For party members admitted into the Communist Party before the issuance of Regulation No. 29-QD/TW, dated June 2, 1997, of the Politburo of the VIII term, the party organizations responsible for managing the records must organize inspections, collect sources, and gather any missing documents in the party member file to complete it, arrange, and manage as per the regulations.
If after searching, and gathering documents but the necessary documents are still missing, the party committee managing the records will confirm, sign, and stamp on the index of the documents available in the party member’s file being managed as a basis for member management and official party activity transfer.
- Supplementing annual records and upon official party activity transfer:
+ Annually and when officially transferring party activity, party members must record changes regarding: Qualifications (political theory, education, specialty, professional skills, foreign language, computing...); unit; working position; profession; awards; discipline; family circumstances (parents, spouse, children...) so that the party organization can update the party member records and affix the stamp of the party committee on the supplemented parts.
+ The cell committee and cell branch guide, receive, check, and confirm the party member record supplement form, update changes in the cell branch member list, and forward the supplement form to the grassroots party committee (if it’s a grassroots cell committee, the cell committee confirms at the section for the grassroots party committee).
+ The grassroots party committee records supplements into the member's biography and the party member list of the party cell, forwarding the supplement form to the immediate superior party committee.
+ The immediate superior party committee of the grassroots party organization supplements the member form, the member biography, the party member list, and member database; retains the supplement form along with the party member record. If the grassroots party committee manages the party member’s file, it forwards the form to the grassroots party committee.
Thus, according to these regulations, annually, Communist Party members must record updates about the following issues:
- Qualifications (political theory, education, specialty, professional skills, foreign languages, computing...);
- Unit;
- Working position;
- Profession;
- Awards;
- Discipline;
- Family circumstances (parents, spouse, children...)

What Do Party Member Records Include Upon Admission to the Communist Party?
Under sub-section 8.1, Section 8 of Guidance 01-HD/TW 2021, it is stipulated that party member records upon admission into the Communist Party include:
- Certificate of training class on Communist Party awareness.
- Application to join the Communist Party.
- Candidate's curriculum vitae and verification documents.
- Recommendation letter from the official party member assigned to assist.
- Resolution recommending the elite youth for the Communist Party by the Ho Chi Minh Communist Youth Union or the grassroots trade union.
- Summary of comments from social-political organizations at the workplace and opinions of the cell committee (or cell branch) at the residence on the candidate.
- Resolution on reviewing and recommending party member admission by the cell branch.
- Appraisal report by the sectional party committee (if available).
- Resolution on reviewing and recommending party member admission by the grassroots party committee.
- Admission decision issued by the competent party committee.
- Party member biography.
- Party member form.
How to Handle Changes to Name and Birth Date of Communist Party Members in Party Member Biographies?
At Section 9 of Guidance 01-HD/TW 2021, there are regulations for handling changes to the name and birth date of Communist Party members as follows:
- If a party member needs to change their name which is different from what was declared in the party member biography, the process is as follows:
+ The party member sends a request to the grassroots party committee along with an official document from the competent state authority permitting the name change.
+ The grassroots party committee reviews and recommends the immediate superior party committee to consider and decide.
++ Once there is a decision from the competent party committee allowing the change, the party organization managing the records will implement synchronous adjustments to the name in documents and the member database managed by the party committees.
- From August 18, 2016, birth date adjustments for party members will not be considered; the party member's age is consistently determined by the birth date declared in the initial party member biography upon admission to the Communist Party.
