Procedure Steps:
- Step 1: Individuals prepare the complete dossier as prescribed by law.
- Step 2: Submit the dossier at the Immigration Management Office of the Provincial/Municipal Police Department where the permanent residence registration is requested.
- Step 3: Upon receiving the dossier, the immigration management officer checks the legality and content of the dossier:
+ If the dossier is complete and valid, a receipt with a scheduled result return date is printed and handed to the applicant;
+ If the dossier is incomplete or invalid, the officer receiving the dossier will guide the applicant to complete it properly.
- Step 4: Overseas Vietnamese directly receive the response document at the Immigration Management Office of the Provincial/Municipal Police Department where the permanent residence registration is requested or receive it via postal mail.
Implementation Method
- Directly submit the dossier and receive the results at the Immigration Management Office of the Provincial/Municipal Police Department where the permanent residence registration is requested or receive the results via postal mail.
- For persons lacking legal capacity, individuals with difficulty in awareness or control of behavior as per the Civil Code, or those under 14 years old, the legal representative can submit the dossier (along with proof of legal representation).
- If the result is requested to be received via postal mail, follow the postal service instructions and pay the shipping service fee.
- Dossier receiving time: Business hours on working days from Monday to Friday and Saturday mornings each week (except holidays, Tet as prescribed by law).
- Result receiving time: From Monday to Friday each week (except holidays, Tet as prescribed by law).

For persons lacking legal capacity, individuals with difficulty in awareness or control of behavior as per the Civil Code, or those under 14 years old, the legal representative can submit the application (along with proof of legal representation) (Form CT02 issued with Circular No. 56/2021/TT-BCA).
- A copy (along with the original for comparison) of the passport or substitute document issued by a foreign country used for entering Vietnam at the most recent time;
+ A copy (along with the original for comparison) of one of the documents proving Vietnamese nationality as prescribed by Vietnamese nationality law.

Overseas Vietnamese using a passport or substitute document issued by a foreign country to enter Vietnam may apply for the issuance of a consent document for permanent residence in Vietnam.
Citizens' Right to Residence
Based on Article 8 of the Law on Residence 2020, citizens' rights to residence are stipulated as follows:
- Choose and decide their place of residence, and register their residence in accordance with this Law and other relevant legal provisions.
- Be guaranteed confidentiality of personal and family information in the Residence Database, except for cases of information provision as prescribed by law.
- Access their residential information in the National Population Database; have their residence information confirmed by the residence registration agency nationwide regardless of their place of residence upon request.
- Have their residence information updated or adjusted in the Residence Database by the residence registration agency when there are changes or upon request.
- Be provided with information and documents related to the exercise of their freedom of residence upon request.
- Have the competent state agency take measures to protect their right to freedom of residence.
- File complaints, denunciations, and lawsuits against violations of the law on residence as prescribed by law.
