Dossiers for Appraisal of Urban Classification Criteria Review Reports and Urban Infrastructure Development Assessment Reports Include What?
According to Sub-section 2, Section II, Administrative Procedures promulgated with Decision 1023/QD-BXD in 2023, the dossier submitted for project appraisal includes the submission of the Provincial People’s Committee and the prescribed reports, consisting of:
- The content of the urban classification criteria review report includes:
+ Explanation stating the reasons and necessity, legal basis, scope of the urban classification criteria review report, the suitability of the proposal to expand the inner-city areas to establish districts and wards with the general urban plan approved by the competent authority; an overview of the current state of urban development, the implementation of urban infrastructure construction investment in the areas expected to expand to meet the urban classification criteria; the degree to which criteria and standards are met compared to the urban classification results that have been recognized; a summary of urban classification assessments as prescribed in Appendix 1 of Resolution 26/2022/UBTVQH15; conclusions and recommendations;
+ Appendices attached to the review report include legal documents; opinions of specialized agencies under the Provincial People’s Committee regarding the report prescribed at point b, clause 2, Article 13 of Resolution 26/2022/UBTVQH15; relevant data tables and reduced drawing (A3) stamped for verification including the administrative boundary map clearly showing the expansion scope of the inner-city (01 copy), the urban construction status map and the location of ongoing projects (01 copy), general urban planning maps clearly showing spatial development orientation, and land use for inner-city development.
- The content of the urban infrastructure development assessment report for areas expected to establish districts and wards includes:
+ Explanation clearly stating the necessity, legal basis, scope of the report, the suitability of the proposal to establish new districts and wards with the general urban plan, sub-region plan, or detailed plan, urban development program approved by the competent authority; an overview of the implementation of infrastructure construction investment in areas expected to form districts and wards according to sub-region plans, detailed plans approved by the competent authority; a summary of standard assessments as prescribed in Appendix 2 of Resolution 26/2022/UBTVQH; conclusions and recommendations;
+ Appendices attached to the assessment report include legal documents; opinions of specialized agencies under the Provincial People’s Committee regarding the report prescribed at point c, clause 2, Article 13 of Resolution 26/2022/UBTVQH15; relevant data tables and reduced drawing (A3) stamped for verification including the map of the administrative boundary expected to establish districts or wards (01 copy), the urban construction status map and the location of urban infrastructure works, residential units, ongoing projects in the area expected to establish districts and wards (01 copy), general urban planning maps, sub-region plans, or detailed plans clearly showing spatial development orientation, and land use in the areas expected to form new districts or wards.
- Data used for review and evaluation in the reports prescribed in clauses 3 and 4 of Article 13 of Resolution 26/2022/UBTVQH15 are the data up to December 31 of the year immediately preceding the reporting year, provided, verified, or published by the competent state agency.

How to Implement the Appraisal Procedures for Urban Classification Criteria Review Reports and Urban Infrastructure Development Assessment Reports?
According to Sub-section 2, Section II, Administrative Procedures promulgated with Decision 1023/QD-BXD in 2023, the procedures for implementing the appraisal of urban classification criteria review reports and urban infrastructure development assessment reports are as follows:
- The Provincial People’s Committee organizes the preparation of urban classification criteria review reports for special and class I urban areas as centrally-run cities, and urban infrastructure development assessment reports for areas expected to establish districts in cases involving multiple district-level administrative units to supplement the urban classification project dossier or send to the appraisal agency;
- The District People’s Committee organizes the preparation of urban classification criteria review reports for class I urban areas as provincial cities, cities under centrally-run cities, class II, class III, class IV, and class V urban areas to submit to the Provincial People’s Committee for supplementation into the urban classification project dossier or send to the appraisal agency;
- The District People’s Committee organizes the preparation of urban infrastructure development assessment reports for areas expected to establish districts and wards, except for the cases specified at point a of this clause, to submit to the Provincial People’s Committee for sending to the appraisal agency;
- Specialized agencies under the Provincial People’s Committee review and inspect the report dossiers before submitting them to the Provincial People’s Committee.
Which Authority Has the Power to Decide on Urban Classification Recognition?
According to Sub-section 2, Section II, Administrative Procedures promulgated with Decision 1023/QD-BXD in 2023 regarding the authority to decide on urban classification recognition as follows:
- The Prime Minister of Vietnam issues the document recognizing the results of the classification criteria review for special, class I, class II urban areas;
- The Minister of Construction issues the document recognizing the results of the classification criteria review for class III, class IV urban areas; decides on recognizing areas expected to establish districts and wards that meet the criteria for urban infrastructure development standards;
