How are the procedures for registering an internship in notarization conducted?
Based on the regulations in Subsection 1, Part B of Administrative Procedures issued with Decision 991/QD-BTP in 2021, the procedures for registering an internship in notarization are as follows:
Step 1: The applicant for a notarization internship submits the registration dossier to the Department of Justice where the notary organization accepting interns is located;
Step 2: The Department of Justice enters the name of the person registering for the internship into the Internship Registration List of the Department of Justice;
In case of refusal, a written notice stating the reasons must be provided.
Processing time: Within 07 working days from the date of receipt of a complete and valid dossier, the Department of Justice enters the name of the registrant into the Internship Registration List of the Department of Justice; in case of refusal, a written notice stating the reasons must be provided.
After completing the above procedures, the Department of Justice will notify that the name has been entered into the Internship Registration List of the Department of Justice.

What are the requirements and conditions to perform the procedures for registering a notarization internship?
Based on the regulations in Subsection 1, Part B of Administrative Procedures issued with Decision 991/QD-BTP in 2021, the requirements and conditions to perform the procedures for registering a notarization internship are as follows:
- The applicant for a notarization internship must not be ineligible to be appointed as a notary public under Article 13 of the Notary Law:
+ Persons under criminal investigation, convicted by a legally effective court judgement for an unintentional crime without expunged records, or intentional crimes;
+ Persons subject to administrative disciplinary measures under the law on administrative violation handling;
+ Persons legally incapacitated or with limited legal capacity;
+ Officials disciplined by dismissal, officials and public employees disciplined by forced resignation, or officers, professional soldiers, workers, public employees in units under the People's Army, officers, non-commissioned officers, workers, public employees in units under the People's Public Security disciplined by stripping military title or expelling from the sector;
+ Persons whose lawyer practice certificate has been revoked due to disciplinary action by removal from the list of the Bar Association, or deprived of their lawyer practice certificate within 3 years from the effective date of the revocation decision or from the date of completing the deprivation decision.
- Persons currently serving as officials and public employees (excluding public employees working at Notary Public’s Office), officers, professional soldiers, national defense workers in units under the People's Army, officers, non-commissioned officers, workers in units under the People's Public Security.
What does the notarization internship involve?
Pursuant to Clause 1, Article 7 of Circular 04/2015/TT-BTP, the content of a notarization internship includes notary practice skills and the following notarization-related tasks:
- Skills in receiving and categorizing notarization requests; skills in verifying the authenticity and legality of documents in the notarization request dossier; skills in reviewing and identifying entities, legal capacities of individuals participating in signing contracts and transactions.
- Communication skills with notarization requesters, conduct according to the Code of Ethics of notary practice; skills in explaining to notarization requesters their legal rights, obligations, and interests, the meaning and legal consequences of notarization; skills in explaining reasons for refusing notarization requests.
- Skills in studying and proposing solutions for notarization request dossiers.
- Drafting skills for contracts and transactions as per the notarization requester's demand; skills in verifying the authenticity and legality of draft contracts and transactions prepared by the notarization requester; investigation skills.
- Translation certification skills; skills in certifying copies, certifying signatures in documents.
- Skills in drafting notarization certificates.
- Checking, arranging, categorizing notarized, certified dossiers for archiving.
- Other notary practice-related skills and tasks as assigned by the guiding notary public.
