Based on the regulations in Section 10 of the Administrative Procedures issued with Decision 457/QD-TTCP in 2023, the conditions and standards for awarding Certificates of Merit by the Inspector General of the Government of Vietnam are as follows:

- Conditions and standards for awarding Certificates of Merit by the Inspector General of the Government of Vietnam to the Ministry Inspectorates, Provincial Inspectorates, and District Inspectorates:

+ Must have been recognized continuously for 02 years as “Excellent Labor Collective”;

+ Internally united, well implementing grassroots democracy regulations, successfully organizing emulation movements; taking care of the material and spiritual life within the collective; practicing thrift; and fully implementing policies for all members within the collective.

+ For the Ministry Inspectorates and Provincial Inspectorates, they must be exemplary collectives, successfully completing tasks and emulation targets in movements launched by the Government Inspectorate; considered and honored by their sectors and emulation blocks; having new factors and models for other collectives in the Inspection sector to learn from; internally united, actively practicing thrift, and combating corruption and waste.

- Conditions and standards for awarding Certificates of Merit by the Inspector General of the Government of Vietnam to collectives within the Government Inspectorate:

Based on the regulations in Section 10 of the Administrative Procedures issued with Decision 457/QD-TTCP in 2023, the latest procedures for awarding Certificates of Merit by the Inspector General of the Government of Vietnam for collectives in 2023 are as follows:

Step 1: Register for emulation.

+ The Ministry Inspectorates, Provincial Inspectorates, District Inspectorates; and the collectives within the Government Inspectorate register for emulation;

+ Sector heads, Block heads; Chief Inspectors of the ministries and central authorities, provinces, centrally run cities; heads of departments, units within the Government Inspectorate are responsible for sending emulation registration, emulation agreements before March 25 each year to the Permanent Emulation - Commendation Council of the Inspection Sector (Personnel Department - Government Inspectorate).

Step 2: Submit the proposal file for awarding the Certificate of Merit by the Inspector General of the Government of Vietnam for collectives.

The proposal file for awarding the Certificate of Merit by the Inspector General of the Government of Vietnam for collectives should be sent to the Permanent Emulation - Commendation Council of the Inspection Sector (Personnel Department - Government Inspectorate) as per the specified timeline as follows:

+ For the Ministry Inspectorates, Provincial Inspectorates, departments, units within the Government Inspectorate, the file should be sent before December 25 each year, unless otherwise instructed by the Government Inspectorate;

+ For emulation sectors and blocks, the file should be sent before December 20 each year.

Step 4: Issue the decision to award the Certificate of Merit by the Inspector General of the Government of Vietnam for collectives.

The Inspector General of the Government of Vietnam signs the decision to award the Certificate of Merit to eligible and standard collectives.

Method of implementation: Submit the file directly to the Personnel Department - Government Inspectorate or send via postal mail.
