Pursuant to Clause 1, Article 3 of the Law on Natural Disaster Prevention and Control 2013 (amended by Point a, Clause 1, Article 1 of the Law on amendments to the Law on Natural Disaster and Law on Dikes 2020) stipulates:
“natural disaster” means an unusual natural phenomenon which may cause loss of life and property or damage to the environment, living conditions and socio- economic activities. Natural disasters include tropical storms, tropical depressions, strong breezes at seas, tornadoes, lightning, heavy precipitation, floods, flashfloods, inundations; landslides and land subsidence caused by floods or runoff or droughts; water rise, saltwater intrusion, extreme heat, droughts, wildfires, cold under 13 degree Celsius, hails, frost, fog, earthquakes, tsunamis and other types of natural disasters.
At the same time, based on Clause 33, Article 5 of Decision 18/2021/QD-TTg, there are the following provisions:
“earthquake” refers to the shaking of the surface of the Earth resulting from a sudden release of energy in the Earth's lithosphere that creates seismic waves capable of causing deformation and destroying houses, works, property and lives.

Pursuant to Article 3 of Decision 18/2021/QD-TTg has the following provisions:
Types of natural disasters requiring forecast, warning and information transmission
1. Storms and tropical depressions taking place in territorial waters to the west of the 120th meridian east, north of 5th parallel north and south of 23rd parallel north (hereinafter referred to as “South China Sea”, Annex I hereto) and on land within Vietnamese territory; storms and tropical depressions taking place outside of the South China Sea but may enter the South China Sea in the next 24 to 48 hours.
2. Heavy precipitation occurring within Vietnamese territory; flood on rivers situated within Vietnamese territory and relevant transboundary rivers (Annex II hereto); inundation, flash flood, landslides and subsidence that occur due to precipitation, flood or runoff within Vietnamese territory.
3. Extreme heat, drought, salt-water intrusion, landslides and subsidence within Vietnamese territory.
4. Strong breezes over the South China Sea; fog over the South China Sea and on land within Vietnamese territory.
5. Rising water levels in coastal waters and on islands of Vietnam.
6. Tornadoes, lightning, hail, cold under 13 centigrade and frost that occur within Vietnamese territory.
7. Naturally occurring wildfires in Vietnamese territory.
8. Earthquakes with a magnitude of 3.5 or more (according to Richter magnitude scale or equivalent magnitude scales) that affect Vietnam.
9. Earthquakes with a magnitude of more than 6,5 (according to Richter magnitude scale or equivalent magnitude scales) which occur at sea and may cause a tsunami that affects Vietnam.
10. Tsunamis caused by earthquakes at remote sea that potentially affect Vietnam.
At the same time, according to Article 29, Decision 18/2021/QD-TTg also has the following provisions:
Earthquake broadcasts
An earthquake broadcast shall be produced for:
1. Earthquakes with a magnitude of 3,5 or more (according to Richter magnitude scale or equivalent magnitude scales) that affect Vietnam.
2. Earthquakes with a magnitude of more than 6,5 (according to Richter magnitude scale or equivalent magnitude scales) which occur at sea and may cause a tsunami that affects Vietnam.
Accordingly, an earthquake broadcast in Vietnam shall be produced for:
- Earthquakes with a magnitude of 3,5 or more (according to Richter magnitude scale or equivalent magnitude scales) that affect Vietnam.
- Earthquakes with a magnitude of more than 6,5 (according to Richter magnitude scale or equivalent magnitude scales) which occur at sea and may cause a tsunami that affects Vietnam.
What are the contents of earthquake broadcasts in Vietnam?
Pursuant to Article 30 of Decision 18/2021/QD-TTg, the content of earthquake news is as follows:

1. Headlines of earthquake broadcasts
2. Time of earthquake: specified using both GMT and Hanoi time.
3. Location of earthquake: name of locality, coordinates of epicenter and focal depth.
4. Magnitude of the earthquake and intensity in epicenter and neighboring localities: specified using MSK-64 scale.
5. Potential consequences caused by earthquakes.
6. Earthquake severity level according to regulations in Article 4 and Article 55 of this Decision.
Accordingly, the contents of earthquake broadcasts are as follows:
- Headlines of earthquake broadcasts
- Time of earthquake: specified using both GMT and Hanoi time.
- Location of earthquake: name of locality, coordinates of epicenter and focal depth.
