Who will be supported by the Ho Chi Minh City Trade Union during the 2024 Tet holiday?

On September 8, 2023, the Ho Chi Minh City Labor Federation issued Plan 48/KH-LDLĐ 2023 to organize 2024 Tet holiday care activities for trade union members, employees, public employees, and laborers in Ho Chi Minh City.

In Subsection 1, Section II of Plan 48/KH-LDLĐ 2023 regarding the subjects eligible for 2024 Tet holiday care, the following are specified:

- Care recipients: Officials, trade union members, employees, public employees, and laborers in Ho Chi Minh City facing difficult circumstances, specifically:

+ Trade union members, employees suffering from occupational accidents.

+ Trade union members, employees, or their parents, spouses, or children (biological parents and parents-in-law) suffering from chronic diseases, severe illnesses, who are hospitalized for treatment or undergoing outpatient treatment at home.

+ Trade union members, employees who lost their jobs due to enterprises having difficulties, needing to downsize production, ceasing operations, dissolution, bankruptcy, relocating, employers absconding or not receiving Tet bonuses (from October 1, 2023, to the time of Tet care); pregnant female employees or trade union members raising children under 36 months old.

+ Trade union members, employees with reduced working hours or suspended work due to enterprises cutting or reducing orders; temporarily suspending labor contracts (from October 1, 2023, to the time of Tet care).

+ Trade union members in industrial unions and public service units.

+ Trade union members, children of trade union members undergoing heart surgery under difficult circumstances in the “Compassionate Heart” program.

+ employees facing difficulties in units where grassroots trade unions have not been established but where the units, enterprises contribute to the union fund.

+ Trade union members, employees working in remote areas or hazardous environments.

+ Outstanding trade union members, exemplary union members in production labor.

+ Trade union members, employees not returning home for Tet to fulfill work and production demands of enterprises.

+ Trade union members, laborers who are members of families of war invalids, war veterans, people with contributions to the revolution; families affected by toxic chemicals.

+ Children of trade union members, employees who died due to the Covid-19 epidemic.

+ Full-time union officials, staff, labor culture house employees.

+ Unexpectedly difficult cases not within the criteria specified in the plan. The Standing Committee of the direct superior union and the Executive Board of the affiliated grassroots unions of the Labor Federation of the City will consider and decide on care according to their authority (based on the proposals of the grassroots unions) ensuring the right subjects, transparency, and accuracy.

* Principles for Tet care evaluation from the grassroots level; in especially difficult cases, a list is proposed to the direct superior union or the City Union for support.

* The difficulty criteria will be determined by the grassroots union based on the actual conditions of the unit and proposed to the direct superior union for approval.

What are the requirements for implementing the 2024 Tet holiday care plan for trade union members and employees in Ho Chi Minh City?

According to Subsection 2, Section I of Plan 48/KH-LDLĐ 2023, there are two requirements for implementing the 2024 Tet holiday care plan for trade union members and employees in Ho Chi Minh City as follows:

- Tet care must be organized uniformly across three levels (grassroots unions, direct superior unions, City Union); it must be flexible, diverse in forms of care, focusing on enterprises with a large workforce, export-processing zones, industrial parks, and the high-tech zone of the city, with particular attention to those in difficult circumstances.

- Tet care activities for trade union members and employees must be practical, effective, to the right subjects, safe, appropriate to the conditions of localities, units, enterprises; care activities must encompass all subjects, be public, transparent to trade union members and employees in agencies, units, and enterprises in line with the actual situation.

What is the purpose of implementing the 2024 Tet holiday care plan for trade union members and employees in Ho Chi Minh City?

According to Subsection 1, Section I of Plan 48/KH-LDLĐ 2023, the purpose of implementing the 2024 Tet holiday care plan for trade union members and employees in Ho Chi Minh City is as follows:

- To organize propaganda and mobilize trade union members and employees to celebrate Tet in a joyful, healthy, safe, and economical spirit with the motto “Tet comes to every trade union member and employee”; through Tet care activities, help trade union members and employees trust and closely associate with the trade union organization, encouraging the development of union membership; create motivation, encourage trade union members and employees to work more productively, with higher quality and effectiveness, and closely associate with enterprises.

- Trade unions at all levels must proactively cooperate with unit chiefs, employers to build practical Tet care plans, to fully and properly implement policies and regulations, ensuring that employees feel secure to work and have lasting ties with enterprises; to fully understand the situation, check, and monitor employers in their implementation of labor regulations on wages and bonuses, strengthen dialogue and negotiations on issues of material and spiritual care for trade union members and employees; prevent labor disputes and unlawful strikes during Tet and participate in handling them promptly and effectively, contributing to ensuring local security and order.

- Mobilize organizations, enterprises, philanthropists, especially employers to support resources to organize practical care and support activities for trade union members and employees.
