According to the provisions of Clause 2, Article 8 of Circular 20/2023/TT-BKHCN, it is stipulated as follows:

2. Individuals in the following cases are not permitted to participate in the Advisory Council:

a) Individuals applying to perform the task;

b) Individuals belonging to the organization registering to lead the task;

c) Individuals belonging to the organization registering to coordinate the execution of the task;

d) There is clear evidence of lack of impartiality, objectivity when participating in the selection council, or handling the task assignment directly;

dd) Spouse, parents, children, siblings of the principal investigator, scientific secretary, and key members participating in the task execution;

e) Individuals who have not completed administrative sanction decisions related to scientific and technological activities or are being prosecuted for criminal liability or have been convicted but have not had their criminal records expunged;

Thus, based on the above regulation, individuals falling into the following categories are not allowed to participate in the Advisory Council for performing national-level scientific and technological tasks:

- Individuals applying to perform the task;

- Individuals belonging to the organization registering to lead the task;

- Individuals belonging to the organization registering to coordinate the execution of the task;

- There is clear evidence of lack of impartiality, objectivity when participating in the selection council, or handling the task assignment directly;

- Spouse, parents, children, siblings of the principal investigator, scientific secretary, and key members participating in the task execution;

- Individuals who have not completed administrative sanction decisions related to scientific and technological activities or are being prosecuted for criminal liability or have been convicted but have not had their criminal records expunged.

What documents are required for the registration dossier to participate in the selection for performing national-level scientific and technological tasks in Vietnam?

According to the provisions of Article 5 of Circular 20/2023/TT-BKHCN, the registration dossier for participating in the selection for performing national-level scientific and technological tasks includes the following documents:

- Documents proving the legal status of the organization according to the law (Establishment Decision or Business Registration Certificate of the host organization, Charter of the host organization or other legal status proof);

- Application for leading the task execution (Form B1-1-DON);

- Detailed proposal (Form B1-2a-TMDTCN or Form B1-2b-TMDTXH); project proposal (Form B1-2c-TMDA); project outline (Form B1-2d-TMDA);

- Summary of the scientific and technological activities of the host organization (Form B1-3-LLTC);

- Scientific resume of the registering principal investigator with confirmation from the personnel management organization (Form B1-4-LLCN);

- Scientific resumes of key members and scientific secretary (Form B1-4-LLCN). This document must be confirmed by the personnel management organization in case the dossier is recommended for selection by the Advisory Council and submitted according to the provisions of Clause 12, Article 11 of Circular 20/2023/TT-BKHCN;

- Scientific resumes of domestic and foreign experts (if any experts participate in the execution);

- Summarized scientific and technological activities and confirmation documents of consent from organizations participating in coordinated task execution (forms B1-5-PHNC and B1-6-LLTCPHNC);

- Financial statements according to current accounting standards and policies for the nearest two years of the contributing organization;

- For tasks requiring counterpart funding, plans for mobilizing such funds must be provided, corresponding to the specific cases:

+ For internally funded cases: Documents proving the source of funds and commitment to using the funds for the task execution;

+ For mobilized funding from individuals/organizations or owner’s equity contributions: Declaration of commitment and confirmation documents regarding the capital contributions from individuals/organizations/owners to the host organization for task execution;

+ For loans from credit institutions: Commitment for loan from the credit institutions for the task execution;

- Quotations for major equipment, materials, services needed for task execution, which are still valid (quotation time not exceeding 90 days from the date of dossier submission).

(This document is only submitted in case the dossier is recommended for selection by the Advisory Council according to the provisions of Clause 12, Article 11 of Circular 20/2023/TT-BKHCN).

- Other related documents in case the organization or individual registering to participate in the selection or direct assignment deems it necessary to supplement to enhance the persuasiveness of the dossier or the managing unit needs to clarify information during the selection or direct assignment process.

Note:

- Documents stated in Clauses 9 and 10, Article 5 of Circular 20/2023/TT-BKHCN apply only to tasks requiring counterpart funding beyond the state budget;

- These documents must be originals or certified copies according to current regulations. In case dossiers are available on the national scientific and technological task management system, participating organizations and individuals must ensure that information on the system is updated and provide the dossier code to the specialized management unit.

What are the criteria and scoring system for evaluating the selection dossier of organizations and individuals performing national-level scientific and technological tasks in Vietnam?

According to the provisions of Article 12 of Circular 20/2023/TT-BKHCN regarding the group criteria and scoring system for evaluating the selection dossier of organizations and individuals.

The selection dossier of organizations and individuals performing tasks is evaluated with a maximum of 100 points based on the following group criteria and scoring system:

- Applied research, technology development projects:

+ Research situation overview (maximum 12 points);

+ Content, personnel for task execution, research methods, and techniques used (maximum 24 points);

+ Scientific and technological products (maximum 16 points);

+ Applicability or utilization of results in production and life (maximum 16 points);

+ Feasibility of the plan and execution budget (maximum 16 points);

+ Capacity of the performing organization and individuals (maximum 16 points).

- Social science and humanities research projects and science proposals:

+ Research situation overview (maximum 12 points);

+ Content and support activities for research (maximum 12 points);

+ Research approach and method (maximum 12 points);

+ Feasibility of the plan and execution budget (maximum 20 points);

+ Scientific products, benefits from the project, the plan for transferring products, research results (maximum 24 points);

+ Capacity of the performing organization and individuals (maximum 20 points).

- Research projects in other scientific and technological fields, depending on research content, apply the group criteria and scoring system stipulated in Clause 1 or Clause 2, Article 12 of Circular 20/2023/TT-BKHCN.

- Projects:

+ Overview of technological and market issues of the project (maximum 8 points);

+ Content and implementation plan (maximum 20 points);

+ Novelty and feasibility of the technology (maximum 12 points);

+ Development potential and anticipated socio-economic efficiency of the project (maximum 12 points);

+ Scientific and technological products (maximum 16 points);

+ Financial plan (maximum 16 points);

+ Capacity of the performing organization and individuals (maximum 16 points).

*Note: In necessary cases, the Minister of Science and Technology may adjust the evaluation criteria and scoring system according to the specifics of the types of tasks.
