- Trading in devices causing mobile communication interference and disruption; cosmetic surgery services; disco services; hospitality service enterprises; security services.
- Business establishments under the Army and public service provider agencies of central and provincial organizations in the management area.
- Other business establishments not regulated at point a, clause 1, and clause 3, Article 24 of Decree 96/2016/ND-CP; business establishments authorized in writing by the Department of Administrative Management of Social Order, Ministry of Public Security.

Step 2: The receiving officer checks the information and the components for validity and completeness.- If the application is valid and complete, it is accepted for processing, and a receipt is provided directly, via postal service, through the public service portal account, or via email (if applicable) to the business establishment or the individual submitting the application.- If the application is invalid or lacking components, it is not accepted, and a completion guide is provided directly, via postal service, or via email (if applicable) to the business establishment or the individual submitting the application.- If the application does not meet the conditions, it is not accepted, a reasoned refusal notice is provided directly, via postal service, through the public service portal account, or via email (if applicable).
Step 3: Based on the appointment date on the application receipt, the organization or individual goes to the submission location to receive results of the Certificate of Eligibility for Security Conditions or receives the result via postal service after completing the assessment fee payment.
