Who is supported to develop production in the agricultural sector under the National Target Programs in Vietnam for Poverty Reduction?
According to Article 2 of Circular 04/2022/TT-BNNPTNT guiding the implementation of production development support in the agricultural sector, the subjects of application are as follows:
- Workers from poor households, near-poor households, households that have just escaped poverty, and people with disabilities (without stable livelihoods) nationwide; people living in poor districts and communes with special difficulties in flatlands, coastal areas and islands.
- Poor ethnic minority households, poor households whose members are people with meritorious services to the revolution and women from poor households.
- Organizations and individuals engaged in activities related to the contents specified in Article 1 of this Circular.

Principles and methods of supporting production development in the agricultural sector?
According to Article 3 of Circular 04/2022/TT-BNNPTNT stipulating the principles and methods of supporting production development in the agricultural sector as follows:
- Support for the right subjects and contents specified at Point a, Section 3, Part III of the Prime Minister's Decision No. 90/QD-TTg.
- Support the development of agricultural production; to support the development of a food system that ensures adequate nutrition to implement the project
Contents of support for production development in the agricultural sector are regulated like?
According to Articles 5 and 6 of Circular 04/2022/TT-BNNPTNT stipulating the contents of supporting the development of production in the agricultural sector as follows:
(1) Contents to support agricultural production development projects
- Provide technical training support; support staff to households to advise on technology transfer in the fields specified in Clause 2 of this Article.
- Support the development of agricultural production in the following areas:
+ Cultivation: Plant varieties, growing media, fertilizers, pesticides, biological products, supplies, tools, tools for production, preliminary processing, processing and preservation of post-harvest products planning;
+ Breeding: Breeds, stables, animal feed, vaccines, veterinary drugs to prevent and treat diseases for livestock, biological products, chemicals to disinfect, decontaminate the breeding environment, tools, production tools;
+ Forestry: Forest plant varieties, plant protection drugs, fertilizers;
+ Fishery exploitation: Support to preserve fishery caught on fishing vessels; fishing gear;
+ Aquaculture: Support seeds, feed, vaccines, chemicals to treat the culture environment, biological products, tools, production tools, aquaculture cages, improve the farming area Seafood;
+ Salt industry: Support materials, tools, tools in salt production and processing.
- Support for construction, project management and other support according to economic and technical norms promulgated by competent authorities.
(2) Contents to support the project to develop a food system, food to ensure adequate nutrition
- Technical training support; support staff to households to advise and transfer techniques and knowledge of agricultural production to ensure nutrition, safe agricultural production, to use food and food to ensure adequate nutrition according to guidance documents. by the Ministry of Agriculture and Rural Development.
- Support in the fields specified in Clause 2, Article 5 of this Circular to develop a food system that ensures adequate nutrition.

- Support for construction, project management and other support according to economic and technical norms promulgated by competent authorities.
How effective is training and consulting on agricultural production development associated with value chains?
According to Article 7 of Circular 04/2022/TT-BNNPTNT stipulating as follows:
"Article 7. Training and consulting on agricultural product consumption management, piloting and replicating solutions and initiatives to develop agricultural production associated with effective value chains
1. Support in developing training and consulting documents; develop manuals and manuals on management of consumption of agricultural products, pilot and replicate solutions and initiatives to develop agricultural production associated with effective value chains.
2. Support in organizing training and consulting:
a) Management of consumption of agricultural products: publicity and trade promotion for products, goods and services; product traceability and labeling;
b) Pilot and replicate solutions and initiatives to develop agricultural production associated with effective value chains;
c) Applying standards in the production and processing of products;
d) Policies and laws related to support for the development of production and consumption of agricultural products; managing risks of epidemics, natural disasters, and finance in the production and consumption of agricultural products;
dd) Other training and consulting contents suitable to the locality and regulations of the National Target Program on Sustainable Poverty Reduction in the 2021-2025 period.
3. Support to organize and manage training courses and other supports according to the regulations of the Ministry of Finance on the regulations on management, use and settlement of non-business funds from the central budget for the implementation of the Program national target of sustainable poverty reduction for the period of 2021-2025."
