In section 3.1, Subsection 3, Section 2 of Resolution 27-NQ/TW of 2018, it is expected that the subjects receiving seniority allowances are as follows:

- Supplement regulations on allowances according to administrative unit classification for commune, district and provincial levels.
- Consistently implement monthly allowance funds for part-time workers at the commune level, in villages and residential groups based on the regular expenditure rate of the Commune People's Committee; At the same time, regulate the maximum number of part-time workers for each type of commune, village, and residential group. On that basis, the People's Committee at the commune level submits to the People's Council at the same level to specifically stipulate the titles eligible for allowances in the direction that one title can undertake many jobs but must ensure the quality and efficiency of work.
Thus, when implementing the salary reform policy, there are only 03 subjects eligible for seniority allowances, including:
- Army forces
- Police forces
- Cipher.
Accordingly, the fact that the above three subjects still have seniority allowances is to ensure salary correlation with officials.
However, for extra seniority allowances, they will continue to be applied. Therefore, those who are entitled to extra seniority allowances after the salary reform may continue to enjoy this allowance.

Case 2: Time serving in the permanent force for 6 years or more = ((5% + (Number of years of service – 5)%)) x (salary)) + Leadership position allowance + Allowance granting seniority beyond the frame (if any);

2. Time to calculate seniority allowance
a) Duration of service in the standing forces of the Army;
b) Period of receiving seniority allowances in other industries and occupations (including: police, secret police, customs, courts, procuracy, auditing, inspection, civil judgment enforcement, forestry, Party inspectors, teachers, national reserves and other professions and professions prescribed by the Government) are cumulative with the time specified in Point a of this Clause.
3. If there is a break in the period for calculating long service allowances specified in Clause 2 of this Article, they will be accumulated.
4. While working at the same time, if you are entitled to many types of seniority allowances (for many different industries and professions), you will only be entitled to one type of seniority allowance.
5. Time is not counted for seniority allowances
a) Time of temporary suspension from work or detention or temporary detention to serve the investigation, prosecution, and trial; time of serving prison sentence; time of desertion;
b) Continuous unpaid personal leave period of 01 month or more;
c) Sickness or maternity leave period exceeds the period prescribed by the law on social insurance.
