Pursuant to Article 8, Article 9, Article 10, Article 11, Article 12, Article 13 of Decree 28/2022/ND-CP stipulating the policy of lending to support residential land as follows:

- Borrowers of residential land support loans include:

+ Poor households of ethnic minorities.

+ Poor Kinh ethnic households legally reside in extremely difficult communes, especially difficult villages in ethnic minority and mountainous areas in Vietnam.

Borrowers must satisfy the following conditions:

+ Legally reside in the locality and be on the list of households that are entitled to the residential land support policy approved by a competent authority.

+ A representative member who borrows money from a household is at least 18 years old and has full civil act capacity as prescribed by law.

+ Having a loan plan suitable to the purpose of using the loan.

- Purpose of using loan: Customers are allowed to borrow capital to use to cover costs to have residential land.

- Loan level: The loan amount is agreed upon by the Bank for Social Policies and the borrower but must not exceed VND 50 million/household.

- Loan term: The loan term is agreed upon by the Bank for Social Policies and the borrower, but the maximum is 15 years. In the first 5 years, customers have not had to pay the principal.

- Interest rates:

+ Loan interest rate is 3%/year.

+ Overdue debt interest rate is equal to 130% of loan interest rate.

+ A representative member who borrows money from a household is at least 18 years old and has full civil act capacity as prescribed by law.

+ Having a loan plan suitable to the purpose of using the loan.

- Purpose of using loan: Customers are allowed to borrow capital to use to cover the cost of building new or repairing or renovating houses.

- Loan level: The loan amount is agreed upon by the Bank for Social Policies and the borrower but must not exceed 40 million VND/household.

- Loan term: The loan term is agreed upon by the Bank for Social Policies and the borrower, but the maximum is 15 years. In the first 5 years, customers have not had to pay the principal.

- Interest rates:

+ Loan interest rate is 3%/year.

+ Overdue debt interest rate is equal to 130% of loan interest rate.

Pursuant to Article 20, Article 21, Article 22, Article 23, Article 24, Article 25 of Decree 28/2022/ND-CP stipulating loans to support production land and job change as follows:

- Borrowers of loans to support production land and job change include:

+ Poor households of ethnic minorities.

+ Poor Kinh ethnic households legally reside in extremely difficult communes, especially difficult villages in ethnic minority and mountainous areas in Vietnam.

Borrowers must satisfy the following conditions:

+ Legally residing in the locality and named in the list of households entitled to the production land support policy or the list of households entitled to the vocational training and job change support policy issued by the competent authority. approved by competent authorities.

+ A representative member who borrows money from a household is at least 18 years old and has full civil act capacity as prescribed by law.

+ Having a loan plan suitable to the purpose of using the loan.

+ Borrowers can only benefit from one of two policies to support production land or support vocational training and change jobs.

- Purpose of using loan: Customers are allowed to borrow capital to use to cover the cost of creating a production land fund or the cost of vocational training or job change.

- Lending rates:

+ The loan amount to support production land is agreed upon by the Bank for Social Policies and the borrower but must not exceed 77.5 million VND/household.

+ The level of loan for job change shall be agreed upon by the Bank for Social Policies and the borrower, up to the maximum amount of loans in service of production and business for poor households as prescribed in each period. The maximum loan amount for vocational training expenses is equal to the loan amount applicable to the student credit policy specified in each period.

- Loan term: The maximum loan term agreed upon by the Bank for Social Policies and the borrower is 10 years.

- Interest rates:

+ The lending interest rate is equal to 50% of the lending interest rate for poor households prescribed in each period.

+ Overdue debt interest rate is equal to 130% of loan interest rate.

Thus, according to the above Decree, the subjects eligible for loans to support residential land, houses, production land, job change must be poor ethnic minority households, poor Kinh ethnic households lawfully residing in special communes. difficult, especially difficult villages in ethnic minority areas and mountainous areas in Vietnam.
