Does the Prime Minister of Vietnam request to guarantee textbooks and teachers in time for the 2023-2024 academic year?

On August 16, 2023, the Prime Minister of Vietnam issued Official Telegram No. 747/CĐ-TTg of 2023 on guaranteeing textbooks and teachers in time for the 2023-2024 academic year.

Accordingly, the Prime Minister of Vietnam requests the Ministry of Education and Training to:

- Direct and urge publishers, organizations, and individuals involved in compiling textbooks to review and compile the process of implementing and bidding widely, openly, and transparently on the printing and distribution of textbooks to ensure quality increase and cost reduction; immediately inspect and supervise the organization of compilation, bidding, printing, and distribution of textbooks.

- Instruct localities to strengthen their responsibilities for reviewing the compilation of selection, supply, and use of local textbooks, educational materials, and reference materials in accordance with regulations; have plans to support textbooks for students from poor households, near-poor households, students under the policy, students in disadvantaged, disadvantaged, remote, remote areas and ethnic minorities, ensuring full and favorable conditions before the new academic year.

- Coordinate with the Ministry of Home Affairs in directing the recruitment of teachers, reviewing, restructuring, arranging and employing teachers to ensure that enough teachers teach correct and sufficient subjects as prescribed; flexibly implement plans for transferring and seconding teachers from surplus to missing places; proactively develop plans to recruit teachers in a timely, appropriate and effective manner with specific local conditions.

- Urgently adopt solutions to overcome the limitations and inadequacies mentioned in the report of the monitoring delegation of the Standing Committee of the National Assembly supervising the implementation of Resolution 88/2014/QH13 and Resolution 51/2017/QH14 of the National Assembly, including the preparation of a set of textbooks of the State.

In particular, there are outstanding contents as follows:

- Request to secure textbooks and teachers in time for the 2023-2024 academic year.

- Have a plan to support textbooks for students from poor households, near-poor households, students under the policy, students in difficult and disadvantaged areas, remote areas, and ethnic minorities.

What are the tasks of the Ministry of Home Affairs and People's Committees of municipalities and the Ministry of Finance in the 2023-2024 academic year assigned by the Prime Minister of Vietnam?

At Official Telegram No. 747/CĐ-TTg in 2023, in order to ensure the effective and quality performance of the tasks of the 2023-2024 academic year for meeting the requirements of the general education and preschool education programs, the Prime Minister of Vietnam requests the Ministry of Home Affairs and the People's Committees of municipalities, and the Ministry of Finance to:

- The Ministry of Home Affairs shall:

+ Inspect and urge localities to urgently restructure, arrange and recruit teachers according to the payroll quotas allocated according to Decision 72-QD/TW in 2022 of the Politburo; guide localities to implement Decree 111/2022/ND-CP in case it is not possible to allocate enough teachers according to norms to ensure the implementation of the policy "there must be students, there must be classroom teachers" appropriately and effectively.

+ Urgently review, inspect, and summarize the missing teacher needs of localities in the 2023-2024 academic year, and report to the Prime Minister of Vietnam for submission to competent authorities for consideration and decision.

- The Ministry of Finance is responsible for inspecting localities to ensure that at least 20% of the local budget is spent on education in accordance with the Law on Education 2019 and Decision 30/2021/QD-TTg in 2021 of the Prime Minister of Vietnam.

- The People's Committees of municipalities shall:

+ Review, inspect, and urge to guarantee sufficient educational facilities and equipment before the new academic year; actively deploy the recruitment of assigned personnel according to Decision 72-QD/TW in 2022 of the Politburo.

+ Urgently overcome the inadequate structure of teachers between education levels and localities; flexibly implement, arrange and arrange teachers to ensure sufficient number and uniformity in structure; in case it is not possible to recruit enough teachers according to norms, teacher contract solutions shall be taken according to Decree 111/2022/ND-CP.

+ Coordinate with publishers in organizing the supply of textbooks in the area, ensuring quality; Absolutely do not allow delays, lack of textbooks or unreasonable price increases before the start of the new academic year.

+ Have a plan to support textbooks for students from poor households, near-poor households, students under the policy, students in difficult and disadvantaged circumstances, remote areas, and ethnic minorities, ensuring adequacy and convenience before the new academic year.

What is the time frame of the 2023-2024 academic year in Vietnam?

In Decision 2171/QD-BGDĐT in 2023, the time frame of the 2023-2024 academic year in Vietnam is specified as follows:

- Return to school the earliest 01 week before the start date of school. Particularly for grade 1, return to school at the earliest 02 weeks before the start of school.

- Organize the opening ceremony of the new academic year on September 5, 2023.

- End the first semester by January 15, 2024, complete the second semester education plan by May 25, 2024, and end the academic year by May 31, 2024.

- Recognize elementary school completion and recognition of secondary school graduation by June 30, 2024

- Complete enrollment for first grades by July 31, 2024.

- Organize the high school graduation exam and national exams under the regulations and guidelines of the Ministry of Education and Training.
