Pursuant to Article 4 of Decree 06/2013/ND-CP of Vietnam on security techniques:
“Article 4. Security techniques
1. Security techniques are the professional measures provided for the security staff in order to ensure the security, order, and safety of organizations. The security measures include:
a) Administrative measures;
b) Public measures;
c) Patrolling and guarding
2. The Ministry of Public Security shall specify the professional measures prescribed in Clause 1 this Article.”

What are the regulations on the organization and operation of the security staff at organizations?
Pursuant to Article 3 of Decree 06/2013/ND-CP of Vietnam on the organization and operation of the security staff at organizations:
“Article 3. The organization and operation of the security staff at organizations
1. The security department shall be established by the head of the organization; be subject to the direct management and direction from the head of the organization, the guidance and inspection from the police.
2. The organization and operation of the security staff of organizations must comply with this Decree and other relevant laws. It is prohibited to misuse the security position of the organization to commit illegal acts that violate the lawful rights and interests of organizations and individuals.”
According to that, the security department shall be established by the head of the organization; be subject to the direct management and direction from the head of the organization, the guidance and inspection from the police. The organization and operation of the security staff of organizations must comply with this Decree and other relevant laws. It is prohibited to misuse the security position of the organization to commit illegal acts that violate the lawful rights and interests of organizations and individuals.
Does the agency guard need vocational training?
Pursuant to Article 6 of Decree 06/2013/ND-CP of Vietnam on standards of security staff:
“Article 6. Standards of security staff
Vietnamese citizens at the age of 18 or above; having clear records, good political credentials and moral sense, having graduated from high schools or above (or middle schools in highland, borderlands, remote areas), capable of civil acts, and having good health that meet the requirements for security works. The former police officers and soldiers shall be prioritized.”
According to that, the regulations on standards of the agency security staff do not require the security staff to undergo vocational training. However, if it is a security service provider, it is its responsibility to employ security staff who have been trained and issued with the security guard certificate (Clause 2 Article 32 of Decree 96/2016/ND-CP of Vietnam), so if you hire security guards from a security service business, these people must be trained and issued with the security guard certificate.
What means should be equipped for agency security guard?
Pursuant to Article 15 of Decree 06/2013/ND-CP of Vietnam on the equipment for the security staff at organizations:
“Article 15. The equipment for the security staff at organizations
1. The security staff at organizations shall be provided with uniforms, equipment, simple weapons and gadgets as prescribed by law.
2. The security staff at organizations shall be provided with certificates, signboards, title bands, and other instruments as prescribed to serve the security protection.
3. The Ministry of Public Security shall specify the equipment, the management and use of equipment applicable to the security staff at organizations as prescribed in this Article.”
According to that, the security staff at organizations shall be provided with uniforms, equipment, simple weapons and gadgets as prescribed by law. The security staff at organizations shall be provided with certificates, signboards, title bands, and other instruments.
