6. Union members receiving Social Insurance benefits for 01 month or more do not have to pay union dues during the period they receive benefits; union members who are unemployed, have no income, take personal leave for 01 month or more without salary do not have to pay union dues during that time.

What are the methods for union members to pay union dues?

According to Clause 1, Article 24 of the Regulation attached to Decision 1908/QD-TLD 2016, the regulations on the methods of payment and management of union dues are as follows:

1. Methods of paying union dues

a) Union dues are paid directly by members monthly to the union group, department union, member union base, union base, or trade union (according to the local union's classification).

b) Union dues are deducted from the monthly salary (in cash or bank transfer) after the union member's agreement. In this case, the collection of union dues must be verified by the unit's accounting department and have a detailed list of members paying union dues.

c) Encouraging union members and union bases to innovate the method of collecting and paying union dues through modern technology (collection via personal accounts, through ATM cards...) based on the agreement and consensus between the member and the union base, and approved in writing by the higher-level union.

2. Management of union dues:

The union base or trade union assigned the task of collecting union dues paid by members must open books, record, and promptly reflect the monthly payment of union dues by members according to the unit's member list; preserve, store the union dues collection books in accordance with the accounting law; compile and report on the financial revenue and expenditure with the higher-level union. The distribution, use, and management of union dues are carried out according to the regulations of the General Confederation.

Thus, union members pay union dues through the following methods:

- Members pay directly monthly to the union group, department union, member union base, union base, or trade union (according to the local union's classification).

How long can a union member not pay union dues consecutively before being disciplined and expelled from the union?

According to Clause 3, Article 25 of the Regulation on disciplinary actions within the union organization issued with Decision 5130/QD-TLD 2022 on the content of violations and disciplinary actions against members, as follows:

1. Members who commit one of the following violations shall be disciplined with a reprimand:

a) Not complying with and implementing the Charter of the Vietnam Union, the resolutions, decisions, regulations, plans, work programs... of unions at all levels causing minor consequences.

b) Not attending 50% or more of the union meetings in a year.

c) Not paying union dues consecutively for 6 months without a legitimate reason.

2. Members who commit one of the following violations shall be disciplined with a warning:

a) Already disciplined under Point a, Clause 1 of this Article but repeated the offense or committed a first-time violation causing serious consequences.

b) Not attending 70% or more of the union meetings in a year.

c) Not paying union dues consecutively for 9 months without a legitimate reason.

3. Members who commit one of the following violations shall be disciplined with expulsion:

a) Already disciplined under Point a, Clause 2 of this Article but repeated the offense or committed a first-time violation causing very serious consequences.

b) Not attending 90% or more of the union meetings in a year.

c) Not paying union dues consecutively for 12 months without a legitimate reason.

Thus, according to the above regulation, union members who do not pay union dues consecutively for 12 months without a legitimate reason shall be disciplined with expulsion.
