Based on the provisions at Point h Clause 1 Article 3 of the Ordinance on Preferences for Persons with Meritorious Services to the Revolution 2020, it is stipulated as follows:
Subjects Enjoying Preferential Policies for Persons with Meritorious Services to the Revolution
1. Persons with meritorious services to the revolution include:
a) Persons engaged in revolutionary activities before January 1, 1945;
b) Persons engaged in revolutionary activities from January 1, 1945, to the August Revolution in 1945;
c) Martyrs;
d) Vietnamese heroic mothers;
dd) Heroes of the People's Armed Forces;
e) Labor heroes during the resistance period;
g) Invalids, including Class B invalids recognized before December 31, 1993; those entitled to policies as invalids;
h) Invalids;
i) Persons engaged in resistance activities contaminated with chemical toxins;
k) Persons engaged in revolutionary, resistance, national defense, and international duties captured and imprisoned by the enemy;
l) Persons engaged in resistance activities for national liberation, defense, and international duties;
m) Persons with meritorious services to the revolution.
At Clause 3 Article 3 of Decree 146/2018/ND-CP stipulates as follows:
Group Covered by the State Budget
1. Communal-level staff who have retired and are receiving monthly allowances from the state budget.
2. Persons who have ceased to receive loss of working capacity allowances and are receiving monthly allowances from the state budget.
3. Persons with meritorious services to the revolution as stipulated in the Ordinance on Preferences for Persons with Meritorious Services to the Revolution.

Thus, based on the aforementioned provisions, invalids with a whole person impairment from 81% belong to the group covered by the state budget for health insurance.

What are health insurance benefits for invalids with a whole person impairment from 81% in Vietnam?
Based on the provisions at Point b Clause 1 Article 14 of Decree 146/2018/ND-CP as amended by Point d Clause 1 Article 183 of Decree 131/2021/ND-CP, it is stipulated as follows:
Health Insurance Levels for Cases Specified in Clauses 1 and 7 Article 22 of the Law on Health Insurance
1. Participants in health insurance when undergoing medical examination and treatment as stipulated in Articles 26, 27, and 28 of the Law on Health Insurance; Clauses 4 and 5 Article 22 of the Law on Health Insurance shall have the costs for medical examination and treatment covered by the health insurance fund within the entitled scope at the following rates:
b) 100% of medical examination and treatment costs, without applying the limit on payment rates for drugs, chemicals, medical materials, and technical services as specified by the Minister of Health for:
- Persons engaged in revolutionary activities before January 1, 1945;
- Persons engaged in revolutionary activities from January 1, 1945, to the August Revolution in 1945;
- Vietnamese heroic mothers;
- Invalids, including Class B invalids recognized before December 31, 1993, persons entitled to policies as invalids who have a whole person impairment from 81% ;
- Invalids with a whole person impairment from 81% ;
- Persons engaged in resistance activities contaminated with chemical toxins who have a whole person impairment from 81% ;
- Invalids, including Class B invalids recognized before December 31, 1993, persons entitled to policies as invalids, invalids during relapse treatment of injuries and diseases;
- Children under 6 years old.
Thus, based on the aforementioned provisions, invalids with a whole person impairment from 81% are entitled to 100% of medical examination and treatment costs without applying the limit on payment rates for drugs, chemicals, medical materials, and technical services.
What are preferential policies for invalids in Vietnam?
Based on the provisions at Article 27 of the Ordinance on Preferences for Persons with Meritorious Services to the Revolution 2020, it is stipulated as follows:
Preferential Regime for Invalids
1. Monthly allowances and subsidies for invalids as follows:
a) Monthly allowance based on the whole person impairment;
b) Servant allowance for invalids with a whole person impairment from 81% living with their families;
c) Monthly subsidy for invalids with a whole person impairment from 81% ;
d) Special monthly subsidy for invalids with a whole person impairment from 81% with particularly severe diseases. Invalids receiving special monthly subsidies do not receive monthly subsidies.
2. Health insurance.
3. Health rehabilitation every two years; in cases of a whole person impairment from 81% , annual health rehabilitation.
4. Preferential regimes stipulated at Points c, e, g, h, i, and k Clause 2 Article 5 of this Ordinance.
Accordingly, invalids enjoy preferential policies as follows:
- Monthly allowances and subsidies:
+ Monthly allowance based on the whole person impairment;
+ Servant allowance for invalids with a whole person impairment from 81% living with their families;
+ Monthly subsidy for invalids with a whole person impairment from 81% ;
+ Special monthly subsidy for invalids with a whole person impairment from 81% with particularly severe diseases. Invalids receiving special monthly subsidies do not receive monthly subsidies.
- Health insurance.
- Health rehabilitation every two years; in cases of a whole person impairment from 81% , annual health rehabilitation.
- Provision of assistive devices, orthopedic equipment, necessary rehabilitation means and devices as prescribed by the orthopedic and rehabilitation facility of the labor - invalids and social affairs sector or from provincial hospitals or higher.
- Support for housing improvement based on individual contributions, circumstances, or housing difficulties.
- Exemption or reduction of land levy when allocated residential land, transferring land use purposes to residential land, recognized land use rights, or purchasing state-owned housing.
- Priority in land, water surface, and sea surface allocation or lease; priority in forest protection and development contracting.
- Preferential loans for production and business.
- Tax exemption or reduction as prescribed by law.
