Based on the provisions of Article 13 of the Law on Military Service 2015, it is stipulated as follows:
Subjects not allowed to register for military service
1. Citizens in one of the following cases are not allowed to register for military service:
a) Being criminally prosecuted; currently serving a prison sentence, non-custodial reform, probation, or having completed a prison sentence but not yet cleared of a criminal record;
b) Being subject to educational measures at the commune, ward, commune-level town (hereinafter referred to as commune level) or sent to a reformatory, compulsory educational institution, compulsory detoxification facility;
c) Being deprived of the right to serve in the people's armed forces.
2. When the duration of the measures specified in Clause 1 of this Article expires, citizens are allowed to register for military service.
Thus, based on the above provisions, if a person has completed a prison sentence but has not yet been cleared of their criminal record, they are not allowed to register for military service. If this person has been cleared of their criminal record, they are allowed to register for military service.
Therefore, if a person who has completed a prison sentence and has been cleared of their criminal record can register for military service in 2024.
A person who has completed a prison sentence and does not fall under the cases of postponement or exemption from military service according to the Law on Military Service 2015 must undergo a health examination. a) Select citizens with health grades 1, 2, 3 according to the provisions of Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016, of the Minister of Health - Minister of Defense stipulating health examination for military service.
b) For agencies, units, and positions specified in Point b, Clause 2 of this Article, recruitment is done to ensure specific standards as stipulated by the Ministry of Defense.
c) Do not enlist citizens with health grade 3 who have refractive errors in the eyes (myopia of 1.5 diopters or more, hyperopia of any degree); drug addiction, HIV infection, AIDS.

Health standards for military service grades 1, 2, 3 are understood as the standards for selecting citizens for military service with the following conditions:
- Health standard 1 means that all 8 indicators reach grade 1;
- Health standard 2 means that at least one indicator is at grade 2;
- Health standard 3 means that at least one indicator is at grade 3.
When is the military service health examination schedule for 2024?
Based on the provisions of Article 40 of the Law on Military Service 2015, the time for the military service health examination in 2024 is as follows:
Health examination for citizens called to enlist and perform obligations in the People's Police Force
1. The Chairman of the district-level People's Committee decides to establish the Health Examination Council at the request of the district-level health department.
2. The district-level Military Command issues an order for a health examination for citizens in the conscription category; the district-level Police Chief issues an order for a health examination for citizens in the category for performing obligations in the People's Police Force. The health examination order must be delivered to the citizens 15 days before the examination date.
3. The district-level Health Examination Council organizes health examinations for citizens in the conscription category and the category for performing obligations in the People's Police Force; if necessary, decides on clinical tests, including drug and HIV tests, ensuring accuracy and taking responsibility for the results of the military service health examination.
4. The health examination period is from November 1 to December 31 each year. The second health examination period for citizens called to enlist and perform obligations in the People's Police Force, according to Article 33 of this Law, is decided by the Prime Minister of the Government of Vietnam.
5. Health classification results must be publicly posted at the headquarters of the commune-level People's Committee, agencies, and organizations for 20 days.
Thus, based on the above provisions, the military service health examination will take place from November 1 to December 31 each year.
The health examination period for military service enlistment in 2024 is from November 1, 2023, to December 31, 2023.
Citizens need to pay attention to receiving their military service health examination notice and perform the health examination within the time specified in the notice.
