- Violations in one of the following cases, causing less serious consequences, shall be disciplined in the form of reprimand:

+ Directing or deciding to provide cadre and party member records to those who are not responsible.
- For the first time violation of the cases specified in Clause 1 of this Article causing serious consequences, or recidivism or violations in one of the following cases, the discipline shall be in the form of a warning:
+ Promulgating resolutions, directives, regulations and decisions on organizational and cadre work that are contrary to the guidelines and regulations of the Vietnamese Communist Party and laws of the State.
+ Self-criticism and weak criticism, allowing the leader to manipulate or impose improper decisions on organizational and staffing work.
+ Lack of responsibility leads to the construction and consolidation of organizational apparatus and payroll of organizations and units that are not in accordance with the guidelines and regulations of the Vietnamese Communist Party and laws of the State.
