Directive 20: What are the regulations on strengthening electricity savings and annual minimum electricity savings in Vietnam in the period of 2023 - 2025 and subsequent years?

On June 8, 2023, the Prime Minister issued Directive 20/CT-TTg 2023 on strengthening electricity savings until 2025 and the following years.

Pursuant to Directive 20/CT-TTg 2023 on enhancing electricity savings in the period of 2023-2025 and subsequent years issued by the Prime Minister, the following points are specified:

In recent years, the electricity supply for the economy has always been ensured, serving as a solid foundation for economic development, attracting investment, maintaining national security, and social stability. However, considering the context of electricity supply in the period of 2023 - 2025 and subsequent years, there will be many challenges due to: (i) hydrological conditions affecting the electricity generation capacity of hydropower plants due to climate change; (ii) increasing dependence on imported primary energy; (iii) limitations in wind power, solar power, and other renewable energy sources; (iv) difficulties in expanding investment in thermal power, while electricity demand continues to increase at a high rate, averaging around 8.5% per year, higher than the economic growth rate. Therefore, the efficient and economical use of electricity must be considered an important and urgent solution to maintain energy security, sustainable development, and economic growth of the country in the coming time.
In this context, the Prime Minister requires:
- During the period of 2023 - 2025 and subsequent years, the entire country must strive to save a minimum of 2.0% of the total electricity consumption annually.
- Reduce electricity losses in the entire power system to below 6% by 2025.
- Reduce the peak load capacity of the national power system through the implementation of Demand Side Management (DSM) programs and Demand Response (DR) adjustments, by at least 1,500 MW by 2025.
- Strive for 50% of office buildings and 50% of residential buildings to use self-generated and self-consumed rooftop solar power by 2030 (for on-site consumption, without selling electricity back to the national power system).
- By the end of 2025, strive for 100% of street lighting to use LED lights.

Vietnamese residents encouraged to install and use rooftop solar power systems?

Pursuant to the content in sub-section c of Section 1 of Directive 20/CT-TTg 2023, the implementation of electricity savings in households is instructed as follows:

1. Ministries, central agencies, provincial People's Committees, centrally-run cities, enterprises, and social organizations shall implement the following measures:

c) Implement electricity savings in households:
- Use electrical devices labeled with energy labels according to Decision No. 04/2017/QD-TTg dated March 9, 2017, by the Prime Minister, which regulates the list of vehicles and equipment required to have energy labels, apply minimum energy efficiency levels, and implementation roadmap.
- Regularly practice energy-saving and efficient electricity usage at home, such as turning off electrical devices when leaving the room, completely cutting off the power supply when not using electrical devices, only using air conditioning when necessary and at appropriate mode and temperature (cooling mode from 26 degrees Celsius and above), prioritize purchasing high-efficiency electrical vehicles and devices or devices with energy labels that meet high efficiency levels, and minimize the use of incandescent light bulbs.
- Encourage the installation and use of self-generated rooftop solar power systems for on-site usage and solar water heating systems on rooftops..

Therefore, the Prime Minister encourages residents and households to install and use self-generated rooftop solar power systems for on-site usage and solar water heating systems.

What issues should manufacturing businesses pay attention to in order to implement electricity savings in Vietnam?

To implement electricity savings, manufacturing businesses should consider the following issues mentioned in Directive 20/CT-TTg 2023:

- Encourage the implementation of programs for businesses to participate in voluntary agreements to implement energy-saving solutions, electricity savings, installation of rooftop solar power, and provide advice on implementing energy-saving and efficient solutions.

- Strengthen the implementation of Decision 279/QD-TTg 2018.

- Develop a program to mobilize backup power generation systems in the event of power shortages.

- Develop and implement electricity-saving and efficient solutions such as ensuring correct power usage and load profiles, implementing reasonable production plans, minimizing the deployment of high-power-consuming equipment during peak hours, and minimizing the operation of idle electrical devices.

- Install and integrate renewable energy sources such as solar energy and wind energy into the internal energy system; prioritize the use of high-efficiency energy-labeled devices.

- Facilities that consume more than 1 million kWh of electricity per year must save at least 2% of electricity consumption per unit of product each year or save at least 2% of total electricity consumption in the year. They must review and ensure compliance with the regulations of the Law on Efficient and Economical Use of Energy and related legal documents on energy-saving and efficient use, and electricity savings.

- Industrial manufacturing businesses are subject to regulations on energy consumption rates per unit of product and must comply with these rates.

- Encourage the construction and implementation of energy management systems according to ISO 50001:2018 standards in production facilities. Conduct regular energy audits, develop and implement annual goals and solutions for energy-saving and efficient use.

- Enhance the promotion of advanced energy-saving techniques, promote technological improvements in energy-intensive industries, optimize production materials, eliminate outdated production capacity, and continue to improve energy efficiency through investment in energy-saving projects.

- Implement and apply technical guidelines for electricity savings and energy-saving and efficient use, exploit and use technology handbooks on energy-saving for energy-intensive industries nationwide.
