Current Teaching Norms of High School Teachers: Regulations and Preferential Allowance for Teachers

I would like to inquire about the current teaching norm for teachers in general schools as regulated - question from Ms. Huong (Don Duong).

How are the current teaching norms of teachers in schools regulated?

The current teaching norms of teachers in schools are based on the regulations stipulated in Circular 15/2017/TT-BGDDT and Circular 28/2009/TT-BGDDT. Accordingly, the teaching norms are regulated as follows:

Teaching norms for primary school teachers

Based on Article 6 of Circular 28/2009/TT-BGDDT and Article 7 of Circular 28/2009/TT-BGDDT, as amended and supplemented by Clauses 5, 6, and 7 of Article 1 of Circular 15/2017/TT-BGDDT, the teaching norms for primary school teachers are regulated as follows:

- Teaching norm for primary school teachers: 23 periods/week;

- Teachers at semi-boarding ethnic schools; schools and classes for disabled or handicapped individuals: 21 periods/week.

- Teachers concurrently serving as general team supervisors: Grade I school: 2 periods/week, Grade II school: 1/3 of the teaching norm for non-concurrent teachers, Grade III school: 1/2 of the teaching norm for non-concurrent teachers.

- Principal: Annual teaching norm = 2 periods/week x the number of weeks allocated for teaching and educational activities according to the school year time plan.

- Vice-principal: Annual teaching norm = 4 periods/week x the number of weeks allocated for teaching and educational activities according to the school year time plan.

Teaching norms for lower secondary school teachers

Based on Article 6 of Circular 28/2009/TT-BGDDT and Article 7 of Circular 28/2009/TT-BGDDT, as amended and supplemented by Clauses 5, 6, and 7 of Article 1 of Circular 15/2017/TT-BGDDT, the teaching norms for lower secondary school teachers are regulated as follows:

- Teaching norm for lower secondary school teachers: 19 periods/week;

- Teachers at ethnic boarding schools, semi-boarding ethnic schools, schools, and classes for disabled or handicapped individuals: 17 periods/week;

- Teachers concurrently serving as general team supervisors: Grade I school: 2 periods/week; Grade II school: 1/3 of the teaching norm for non-concurrent teachers; Grade III school: 1/2 of the teaching norm for non-concurrent teachers.

- For the principal: Annual teaching norm = 2 periods/week x the number of weeks allocated for teaching and educational activities according to the school year time plan.

- Vice-principal: Annual teaching norm = 4 periods/week x the number of weeks allocated for teaching and educational activities according to the school year time plan.

Teaching norms for upper secondary school teachers

Based on Article 6 of Circular 28/2009/TT-BGDDT and Article 7 of Circular 28/2009/TT-BGDDT, as amended and supplemented by Clauses 5, 6, and 7 of Article 1 of Circular 15/2017/TT-BGDDT, the teaching norms for upper secondary school teachers are regulated as follows:

- Teaching norm for upper secondary school teachers: 17 periods/week.

- For ethnic boarding schools: 15 periods/week.

- Principal: Annual teaching norm = 2 periods/week x the number of weeks allocated for teaching and educational activities according to the school year time plan.

- Vice-principal: Annual teaching norm = 4 periods/week x the number of weeks allocated for teaching and educational activities according to the school year time plan.

What is the preferential allowance for educators directly teaching in public educational institutions?

Based on the regulations in Section 2 of Joint Circular 01/2006/TTLT-BGDDT-BNV-BTC, the preferential allowance for educators directly teaching in public educational institutions is regulated as follows:

- A 25% allowance applies to educators directly teaching in universities, colleges, academies, and training schools of Ministries, agencies equivalent to Ministries, Government agencies, Communist Party organizations, Central political-social organizations, and political schools of provinces and centrally-run cities (excluding those teaching in teacher training schools, teacher training departments, and educators teaching Marxist-Leninist science, Ho Chi Minh ideology).

- A 30% allowance applies to educators directly teaching in lower secondary schools, upper secondary schools, general technical and vocational centers, continuing education centers, vocational training centers in plains city districts, district-level towns; secondary vocational schools, vocational training schools; political training centers of districts, towns, and cities within provinces.

- A 35% allowance applies to educators directly teaching in preschools, primary schools in plains city districts, district-level towns; lower secondary schools, upper secondary schools, general technical and vocational centers, continuing education centers, vocational training centers in mountainous, island, remote, and isolated areas.

- A 40% allowance applies to educators directly teaching in teacher training schools, teacher training departments (universities, colleges, secondary), management training and education schools, and educators teaching political subjects in secondary vocational schools, vocational training schools.

- A 45% allowance applies to educators directly teaching Marxist-Leninist science, Ho Chi Minh ideology at universities and colleges.

- A 50% allowance applies to educators directly teaching in preschools, primary schools in mountainous, island, remote, and isolated areas.

The determination of mountainous areas is based on the regulations of the Committee for Ethnic Minority Affairs; island areas according to geographical reality; remote, and isolated areas depending on the characteristics of each locality as guided by the Provincial People's Committee after reaching consensus with the Ministry of Finance, the Ministry of Home Affairs, and the Ministry of Education & Training.

Calculation method for preferential allowance:

The preferential allowance entitled = statutory pay rate x [current rank, grade salary coefficient + leadership position allowance coefficient (if any) + % (converted into coefficient) of seniority allowance exceeding the framework (if any)] x % preferential allowance ratio.

Will principals and heads of departments in schools who do not teach sufficient periods/week not receive a preferential allowance?

Based on Article 1, Section I of Joint Circular 01/2006/TTLT-BGDDT-BNV-BTC, the subjects eligible for the preferential allowance are regulated as follows:

Scope and subjects of application

a) Educators (including those in probation, contracts) on the payroll, directly teaching in public educational institutions within the national education system, and in schools, centers, academies under state agencies, Communist Party organizations, political-social organizations (hereinafter referred to as public educational institutions) funded by the state (including funds from the state budget and revenue from career activities as prescribed by law);

b) Educators (including those in probation, contracts) on the payroll of public educational institutions carrying out the duties of general team guidance, hands-on training at workshops, stations, farms, and laboratories;

c) Administrative officers on the payroll of public educational institutions, directly teaching the required number of hours as regulated by competent authorities.

According to the above regulations, those eligible for the preferential allowance for educators include administrative officers in public educational institutions, directly teaching the required number of hours specified by competent authorities.

Therefore, school administrative officers including principals, vice-principals, heads of departments, deputy heads of departments (entitled to leadership position allowance called public employee managers) who do not meet the required weekly teaching periods will not be entitled to the preferential allowance for educators.
