What is the staffing quota in preschools from December 16, 2023?
On October 30, 2023, the Ministry of Education and Training issued Circular 19/2023/TT-BGDDT guiding the job position, public employee structure according to professional titles, and staffing quota in public preschools.
Clause 1, Article 5 of Circular 19/2023/TT-BGDDT specifies the staffing quota in preschools as follows:
- For toddler groups:
For every 15 children/group from 03 to 12 months old; 20 children/group from 13 to 24 months old; 25 children/group from 25 to 36 months old, a maximum of 2.5 teachers/group can be arranged.
- For kindergarten classes:
For every 25 children/class from 3 to 4 years old; 30 children/class from 4 to 5 years old; 35 children/class from 5 to 6 years old, a maximum of 2.2 teachers/class can be arranged.
- For preschools unable to meet the number of children per group or class as specified in points a and b, clause 1, Article 5 of Circular 19/2023/TT-BGDDT, or after arranging groups or classes as specified in points a and b, clause 1, Article 5 of Circular 19/2023/TT-BGDDT, there are spare children, the staffing quota will be calculated based on the average number of children by age group as follows: For every 06 children aged 3 to 12 months, 08 children aged 13 to 24 months, 10 children aged 25 to 36 months, 11 children aged 3 to 4 years, 14 children aged 4 to 5 years, or 16 children aged 5 to 6 years, an additional 1.0 teacher will be arranged.
- For mixed-age groups and classes as per the preschool regulations, the teacher quota will be arranged following points a and b, clause 1, Article 5 of Circular 19/2023/TT-BGDDT.
- For schools with only 01 toddler group or 01 kindergarten class that falls short of the required number of children per group or class as specified in points a and b, clause 1, Article 5 of Circular 19/2023/TT-BGDDT, 2.0 teachers/group or class will be arranged.
Staffing quota in preschools from December 16, 2023
How is the staffing quota for leadership and management positions in preschools regulated from December 15, 2023?
Article 4 of Circular 19/2023/TT-BGDDT specifies the staffing quota for leadership and management positions:
- Principal: Each public preschool is allowed to have 01 principal.
- Vice-principal: The number of vice-principals is determined according to the provision on the number of deputy positions in Decree 120/2020/ND-CP.
What professional and operational competencies are required for Level 3 preschool teachers?
According to Article 3 of Circular 01/2021/TT-BGDDT (amended by Article 1 of Circular 08/2023/TT-BGDDT), Level 3 preschool teachers are required to possess the following professional and operational competencies:
- Understand the directives, policies, and laws of the Communist Party and the State, and the regulations and requirements of the education sector and local authorities on preschool education and implement them in the assigned tasks.
- Have knowledge and skills in organizing nurturing, caring, and educating children; possess pedagogical skills appropriate to the requirements of preschool education programs.
- Know how to cooperate with colleagues, children's parents, and the community in nurturing, caring, and educating children.
- Know how to effectively manage, use, maintain, and preserve the assets, facilities, and equipment of the group/class, school.
- Have the capability to apply information technology in professional activities; be able to use a foreign language or a local ethnic language according to job position requirements.
Additionally, Level 3 preschool teachers must perform the following duties:
- Execute nurturing, caring, and educating children according to the school's and the professional group's educational plans; take responsibility for the quality and effectiveness of nurturing, caring, and educational activities for the group/class assigned according to the preschool education program; implement inclusive education and children's rights.
- Maintain health; complete professional and operational training programs; engage in self-study and self-improvement to enhance political, professional, and operational skills; participate in professional activities; safeguard and use the assigned educational equipment.
- Collaborate with children's parents or guardians and the community in nurturing, caring, and educating children.
- Fulfill citizens' duties, comply with laws, education sector regulations, schools, and local authorities.
- Perform other tasks assigned by the principal.
Circular 19/2023/TT-BGDDT will come into effect on December 16, 2023.
