c) Analytical and experimental methods

According to Article 4 of Circular 08/2022/TT-BKHCN stipulating methods and basis of content of Economic - technical norms in Vietnam for public non-business services to respond to and handle radiation incidents and incidents The kernel is as follows:
"Article 4. Contents of economic - technical norms
The content of economic - technical norms shall comply with the provisions of Article 14 of Circular No. 21/2019/TT-BKHCN, including the component norms of labor, equipment and materials.
1. Labor norms
The applicable labor norms are specified in Article 15 of Circular No. 21/2019/TT-BKHCN, including the norms of direct labor (implementation) and indirect labor (management and service).
2. Device rating
Equipment norms apply the provisions of Article 16 of Circular No. 21/2019/TT-BKHCN.
a) The unit is in shifts (each shift is calculated by 08 hours).
b) The useful life of equipment and auxiliary equipment shall apply the provisions of Circular No. 45/2018/TT-BTC dated May 7, 2018 of the Minister of Finance guiding the management and calculation of wear and tear. , depreciation of fixed assets at agencies, organizations, units and fixed assets assigned by the State to enterprises for management, excluding the state capital component in enterprises.
3. Material norms
a) The applicable material norms are specified in Article 17 of Circular No. 21/2019/TT-BKHCN.
b) Some supplies and equipment for incident response and handling services are used only once, not reused to ensure radiation and nuclear safety.
4. Contents and norms for directing, operating and standing in response to and handling of radiation and nuclear incidents shall apply the provisions of Circular No. 85/2020/TT-BTC dated January 1st. In October 2020, the Minister of Finance stipulates the management and use of funds to serve the activities of the Central Steering Committee for Natural Disaster Prevention and Control and the Commanding Committees for Natural Disaster Prevention and Control and Search and Rescue at all levels. .
Norms for training and rehearsals to respond to radiation and nuclear incidents shall comply with the provisions of Appendix I issued with this Circular."
Bases for elaboration of Economic - technical norms in Vietnam for public non-business services to respond to and handle radiation and nuclear incidents?
According to Circular 08/2022/TT-BKHCN stipulating the basis for elaboration of economic - technical norms as follows:
- The economic - technical norms specified in this Circular are built on the basis of “Procedure for incident response and handling of radiation and nuclear incidents; individual irradiation dosimetry; inspection and calibration of radiation measuring equipment” has been approved.
Ministries, ministerial-level agencies, Governmental agencies, People's Committees of provinces and centrally run cities shall apply the economic - technical norms specified in this Circular. If necessary, economic-technical norms may be promulgated according to the specific conditions of service-providing organizations under their management at ministries, branches and localities, but must not exceed the above norms.
