Conditions for the Organization of Teaching Ethnic Minority Languages in General Education Institutions and Continuing Education Centers
What are the conditions for organizing the teaching of ethnic minority languages in general education institutions and continuing education centers?
Based on Article 2 of Circular 32/2021/TT-BGDDT, the conditions for organizing the teaching of ethnic minority languages in general education institutions and continuing education centers are as follows:
- Ethnic minority people in the locality have the desire and need to learn ethnic minority languages in educational institutions.
- The script of the ethnic minority language taught and learned in educational institutions must be the traditional script that has been widely circulated and used in the ethnic community, identified by a specialized agency, and approved by the People's Committee of the province or centrally governed city (hereinafter referred to as the provincial People's Committee) or the script promulgated by the Government of Vietnam. In cases where an ethnic minority language has multiple scripts, the choice of the script for teaching is decided by the Ministry of Education and Training.
- The ethnic minority language program is issued by the Ministry of Education and Training, and the ethnic minority language textbooks are approved by the Ministry of Education and Training.
- Teachers of ethnic minority languages must meet the standard training qualifications of the corresponding educational level as specified in Article 72 of the Education Law 2019. In case of a shortage of teachers who meet the standards, individuals who are qualified to teach at the educational level and have a certificate of training in teaching ethnic minority languages can be utilized.
- Facilities at ethnic minority language teaching classes are equipped like regular classes, meeting general education program requirements. Teaching equipment for ethnic minority languages is equipped according to the regulations of the Ministry of Education and Training on the minimum list of teaching equipment for each ethnic minority language teaching program.

What does the dossier for introducing ethnic minority languages into teaching in general education institutions and continuing education centers include?
Pursuant to Article 3 of Circular 32/2021/TT-BGDDT, the dossier for introducing ethnic minority languages into teaching in general education institutions and continuing education centers includes:
- An Official Dispatch proposing the teaching of ethnic minority languages from the provincial People's Committee.
- A consolidated report on the desire and need to learn ethnic minority languages; the physical facilities and teaching equipment; the plan for implementation and organization of teaching; and the team of ethnic minority language teachers.
- Decision on the approval, issuance, and choice of the ethnic minority language script as stipulated in Clause 2, Article 2 of Circular 32/2021/TT-BGDDT.
The provincial People's Committee prepares the dossier and submits 01 set of documents by one of the following methods: directly, via postal service, or online submission to the Ministry of Education and Training to request approval for teaching ethnic minority languages in educational institutions within the locality.
How is the form of organizing ethnic minority language teaching in general education institutions and continuing education centers regulated?
According to Article 5 of Circular 32/2021/TT-BGDDT, the regulation is as follows:
Form of organizing teaching
1. The subject of ethnic minority languages is implemented according to the program of each educational level, utilizing the optional time in the current general education program to organize teaching in educational institutions.
2. The study of ethnic minority languages is organized according to the class regulations in the Charter of Primary Schools, the Charter of Lower Secondary Schools, Upper Secondary Schools, and schools with multiple levels of education, the Regulation on the organization and operation of continuing education centers. For each ethnic minority language, if all students in the class wish to study that language, an ethnic minority language class is organized according to that class; in case there are only some students in the class who wish to study, a separate ethnic minority language class is organized and may be combined with another class if not enough students are available. The minimum number of students for a class is 10 (ten) students.

How is the training and retraining of teachers for ethnic minority language teaching in general education institutions and continuing education centers regulated?
According to Article 6 of Circular 32/2021/TT-BGDDT, the regulations on the training and retraining of teachers for ethnic minority language teaching in general education institutions and continuing education centers are as follows:
- Teachers of ethnic minority languages are trained in the teaching profession for ethnic minority languages at higher education institutions. Higher education institutions assigned the task of training teachers must fully prepare the conditions to open the training program for ethnic minority language teachers in response to practical needs.
- Training and retraining institutions assigned the task of retraining teachers of ethnic minority languages organize the compilation of training materials based on the Teacher Training Program for Ethnic Minority Languages issued by the Ministry of Education and Training.
- The retraining of teachers for ethnic minority language teaching is carried out according to the guidelines of the Ministry of Education and Training.
