According to Article 1 of Announcement 663/TB-BTC regarding the eligibility standards for registering to apply for an official position at the Ministry of Finance, the conditions are as follows:

Those who meet the following conditions, regardless of ethnicity, gender, social class, belief, or religion, are eligible to register for the official position:

- Have Vietnamese nationality;

- Be 18 years of age or older;

- Have an application form; have a clear personal history;

- Have appropriate degrees and certificates;

- Have good political standards and ethics;

- Have good health to fulfill the duties;

- Other conditions as required by the position applied for.

Those who are not eligible to register for the official position according to Clause 2, Article 1 of Announcement 663/TB-BTC:

The following individuals are not eligible to register for an official position at the Ministry of Finance in 2022:

- Do not reside in Vietnam;

- Have lost or have restricted civil act capacity;

- Are being prosecuted for criminal liability; are serving or have served a criminal sentence, decision of the court but have not yet had the record expunged; are being subjected to administrative measures to be sent to compulsory detoxification establishments, compulsory education establishments.

How many official positions does the Ministry of Finance announce for recruitment in 2022?

In Announcement 663/TB-BTC in 2022, the Ministry of Finance has issued the plan for recruiting officials for various positions in 2022. The Ministry of Finance is recruiting for 117 official positions in 2022 in various roles such as specialists, clerks, archival managers, and administrative officers.

- Investment Department: 7 positions;

- Financial Planning Department: 10 positions;

- Tax Policy Department: 8 positions;

- Price Management Department: 5 positions;

- State Budget Department: 5 positions;

- Insurance Management and Supervision Department: 7 positions;

- Legal Department: 2 positions;

- Public Asset Management Department: 11 positions;

- Corporate Finance Department: 8 positions;

- The Office of the Ministry: 8 positions;

- Security, Defense and Special Finance Department: 1 position;

- Financial Banking and Financial Institutions Department: 5 positions;

- Accounting and Auditing Supervision Department: 7 positions;

- Personnel Organization Department: 3 positions;

- Debt and Foreign Financial Management Department: 6 positions;

- Inspectorate Department of the Ministry: 5 positions;

- International Cooperation Department: 8 positions;

- Financial Computing and Statistics Department: 9 positions;

What documents are required for registration?

Based on the contents of Section II of Announcement 663/TB-BTC in 2022, the Ministry of Finance stipulates that the registration documents for the official position at the Ministry of Finance in 2022 include:

(1) Official application registration form (according to the attached model and instructions).

Applicants must fill out the form correctly as per the instructions, which can be handwritten or typed, but must be signed on each page of the registration form.

(2) Copies of graduation certificates and academic results (PhD, Master's, Bachelor's, etc.): photocopies, no notarization, certification, or true copies required.

- For diplomas issued by foreign educational institutions, candidates must submit photocopies of the diploma and academic results, and a recognition document of the equivalent qualification level according to the Vietnam National Qualification Framework regulations of the Ministry of Education and Training.

If the diploma is exempt from the recognition procedure as stipulated in Article 5 of Circular 13/2021/TT-BGDDT, candidates must submit documents proving the diploma exemption per the regulations.

- For candidates who have graduated but have not yet been issued the diploma by the training institution, they may submit an academic transcript, certificate, or confirmation of graduation when applying and must supplement with the original diploma before the examination date. If the diploma is not submitted before the official examination date, the candidate will not be allowed to attend the exam.

(3) For candidates exempted from foreign language exams, a photocopy (photocopy) of one of the following documents is required:

+ Graduation certificate for candidates with a diploma from a foreign educational institution (taught in English) and recognized in Vietnam according to the requirements in item (2) section above.

+ Graduation certificate for candidates who graduated from University or Postgraduate courses majoring in English.

(4) For candidates belonging to prioritized groups for official recruitment, photocopies (no notarization necessary) of documents proving eligibility as stated in point 5, Section I (above) must be submitted, specifically:

- For Heroes of the Armed Forces, Labor Heroes, War Invalids, persons entitled to policies like war invalids, type B war invalids, children of martyrs, children of war invalids, children of sick soldiers, children of persons entitled to policies like war invalids, children of type B war invalids, children born to revolutionary activists affected by toxic chemicals, children of the Armed Forces Heroes, children of Labor Heroes one of the following documents:

+ Photocopy of "Hero of the Armed Forces," "Hero of Labor" Certificate; Martyr's Family Certificate; War Invalid's Card, Sick Soldier Card or Decision on Policy Benefits; Decision on Allowance for revolutionary activists affected by toxic chemicals;

+ A confirmation letter indicating the eligible policy benefits issued by the District-level or higher Department of Labor, Invalids and Social Affairs.

- For demobilized officers, public security officers, professional army personnel, personnel conducting cipher activities, reservists trained in reserve officer training programs, graduates of training programs for commune military command instructors with reserve officer ranks, persons completing military service or mandatory public security service, youth volunteers: Submit demobilization decision or documents confirming the completion of military service or mandatory public security service.

- For ethnic minorities: Submit a Birth Certificate clearly stating the ethnic minority, if the birth certificate does not specify the ethnic component, additionally submit a photocopy of the Household Registration Book and ID card or Citizen Identification Card.

(5) Three envelopes with stamps and clearly indicating the recipient's full name, address (candidate or relative); 02 photos (size 4cm x 6cm) taken within the most recent 3 months from the time of the announcement.
