What is Public Asset Management Software?
Pursuant to the provisions in clause 3, Article 3 of Circular 48/2023/TT-BTC which stipulates public asset management software as follows:
Public Asset Management Software is software developed by the Ministry of Finance to apply information technology to support the Ministry of Finance, ministries, central agencies, and provincial People's Committees in performing the following tasks:
- Computerizing the process of reporting and declaring public assets.
- Monitoring the status of changes (increase, decrease, change of information), exploitation, and handling of various public assets that must be reported and declared into the Software.
- Generating Reports on public assets according to legal regulations.
- Compiling the management and use status of public assets nationwide, in each ministry, central agency, province, centrally-run city, each agency, organization, unit, project management board, and the unit in charge of managing assets established as national property to form a National Database on public assets as prescribed by law on management and use of public assets.

What are the conditions for using Public Asset Management Software?
Pursuant to the provisions in Article 4 of Circular 48/2023/TT-BTC which stipulates as follows:
Conditions for using the Software
1. Computers must be connected to the Internet, update security operating system patches; have antivirus software installed, and regularly update virus pattern definitions.
2. Information input into the Software must use Unicode font TCVN 6909:2001 with Vietnamese diacritics. Documents using font systems other than Unicode TCVN 6909:2001 must be converted to Unicode TCVN 6909:2001 font format before uploading to the Software.
3. Each unit entering data as stipulated in point a, clause 1, Article 8 of this Circular, will be granted an account (including a username and password) by the Ministry of Finance (Department of Public Asset Management) for access to the Software.
4. Each unit entering data as stipulated in points b and c, clause 1, Article 8 of this Circular, will have an account (including a username and password) created by the managing officer, and the use of the account will be approved by the Ministry of Finance (Department of Public Asset Management).
5. To ensure software access quality, the recommended computer conditions are as follows:
a) Computer configuration: Minimum dual-core processor, minimum speed of 2 GHz; minimum RAM of 8GB.
b) Browser: Mozilla Firefox 100+, Google Chrome 100+, Safari 13+ or later.
c) Operating system: Windows 10 or equivalent operating systems or later.
To use Public Asset Management Software, the specified conditions must be met.
What are the responsibilities of the Ministry of Finance in technical management of Public Asset Management Software?
Pursuant to the provisions in Article 5 of Circular 48/2023/TT-BTC which stipulates as follows:
Technical Management
1. The Ministry of Finance (Department of Informatics and Financial Statistics) is responsible for:
a) Ensuring the technical infrastructure for servers, transmission lines, data backup for smooth operation of the system and for the connection infrastructure of the Ministry of Finance; cooperating with the Ministry of Finance (Department of Public Asset Management) to resolve technical issues during the implementation of the connection infrastructure of the Ministry of Finance.
b) Ensuring the security, technical safety, data storage, and confidentiality of public asset data installed at the Ministry of Finance.
c) Handling technical issues related to the technical infrastructure for servers, transmission lines, data backup; notifying relevant parties when changes occur in the Ministry of Finance's infrastructure information.
d) Ensuring the synchronization of category data from the Ministry of Finance's Shared Category Database to the National Public Asset Database.
e) Coordinating with the Ministry of Information and Communications to guide units in data connection through the National Data Integration and Sharing Platform.
2. Information technology management agencies of ministries, central agencies, provincial People's Committees are responsible for:
a) Ensuring the conditions for software use as specified in clauses 1 and 2, Article 4 of this Circular.
b) Implementing regulations on connection and ensuring information security, network security as stipulated in this Circular and relevant legal regulations.
c) Complying with regulations on data connection to the Software as stipulated in Article 11 and Appendices I, II, III enclosed with this Circular.
d) Notifying and reporting on the status of connection and extraction of the Software to the Ministry of Finance (Department of Public Asset Management and Department of Informatics and Financial Statistics).
Regarding technical management issues, the Department of Informatics and Financial Statistics must be responsible as stipulated above.
Circular 48/2023/TT-BTC takes effect from August 27, 2023.
