Pursuant to Article 2 of the Regulation promulgated together with Circular 03/2023/TT-BGDDT stipulates as follows:
Conditions for students to attend semi-boarding general education schools for ethnic children and semi-boarding students
1. Conditions for students to attend semi-boarding general education schools for ethnic children: Students of primary and lower secondary school age are in the enrollment area of the school as prescribed by the competent authority.
2. Semi-boarding students: Students who are eligible for support policies approved by competent authorities according to the Government's regulations, because they cannot go to school or school sites and return home during the day.
Thus, according to the above regulations, students of primary and lower secondary school age in the enrollment area of the school according to the regulations of the competent authorities will meet the conditions to study at the semi-boarding general education schools for ethnic children.

Pursuant to Article 11 of the Regulation promulgated together with Circular 03/2023/TT-BGDDT stipulating the educational activities of semi-boarding general education schools for ethnic children include:
- Educational programs and educational plans:
The general education school shall implement the educational program and educational plan in accordance with the provisions of the Charter of the general education school.
- Educational activities:
The semi-boarding general education schools for ethnic children shall carry out educational activities in accordance with the provisions of the Charter of the general education school and the following specific educational activities:
+ Educate students about the guidelines and policies of the Party and State on ethnic minorities; cultural identity and fine traditions of the peoples; life skills and environmental protection;
+ Educate laborers on school and classroom hygiene, improving students' eating, living and studying conditions;
+ Organize cultural, artistic and sports activities; sightseeing, festivals, ethnic New Year, cultural exchanges in order to contribute to the preservation and promotion of cultural identities of the ethnic groups;
+ Organize collective cooking for semi-boarding students to ensure food hygiene and safety; health care for students.
What are the duties and powers of semi-boarding general education schools for ethnic children in Vietnam?
Pursuant to Article 4 of the Regulation promulgated together with Circular 03/2023/TT-BGDDT stipulating the duties and powers of semi-boarding general education schools for ethnic children as follows:
- Organize the approval of semi-boarding students according to the Government's regulations.
- Organize the management, education, nurturing and care of semi-boarding students.
- Organize educational activities according to the provisions of Clause 2, Article 11 of this Regulation.
- Carry out regimes and policies for managers, teachers, employees and students according to the State's regulations.
- Carry out socialization to serve educational activities of the school.
- Coordinate with families and society in managing, educating, nurturing and taking care of part-boarding students.

Pursuant to Article 3 of the Regulation promulgated together with Circular 03/2023/TT-BGDDT stipulates as follows:
Semi-boarding general education schools for ethnic children
1. The semi-boarding general education schools for ethnic children is established by the State for ethnic minority students and students from families who permanently settle in areas with extremely difficult socio-economic conditions in order to contribute to the realization of equality in access. education and sustainable development goals in the field of education in ethnic minority and mountainous areas.
2. The semi-boarding general education schools for ethnic children ensures a stable proportion of ethnic minority students and part-boarding students as follows:
a) Percentage of students from ethnic minorities: At least 50% of the total number of students in the whole school are ethnic minorities.
b) Percentage of semi-boarding students:
- For primary schools, there are at least 20% part-boarding students;
- For secondary school: At least 45% of students are part-boarding;
- For primary school and secondary school: There are at least 32.5% semi-boarding students or at least 20% semi-boarding primary school students and 45% semi-boarding secondary school students.
3. The system of semi-boarding general education schools for ethnic children includes:
a) Primary School;
b) Lower secondary school;
c) Primary school and lower secondary school.
Accordingly, the system of semi-boarding general education schools for ethnic children includes the following levels:
- Primary School;
- Lower secondary school;
- Primary school and lower secondary school.
Circular 03/2023/TT-BGDDT will take effect from March 18, 2023
