What are the requirements for conscription into the army and the police in Vietnam?
Article 31 of the Law on military service 2015 stipulates the requirements for conscription into the army and the police as follows:
Requirements for conscription into the army and the police
1. Citizens are called up for military service when they meet the following criteria:
a) Clear background;
b) Compliance with the policies and guidelines of the Communist Party, policies, and laws of the State;
c) Health sufficient for on-duty service as prescribed;
d) Appropriate educational level.
2. The standards for citizens being called to perform obligations in the People's Public Security are specified in Article 7 of the Law on People’s Public Security Force.
Citizens are called up for military service when they meet the following criteria:

- Compliance with the policies and guidelines of the Communist Party, policies, and laws of the State.
- Health sufficient for on-duty service as prescribed.
- Appropriate educational level.
* The standards for citizens being called to perform obligations in the People's Public Security are specified in Article 7 of the Law on People’s Public Security Force 2018:
+ Citizens with sufficient political standards, moral qualities, educational qualifications, health, aspiration, and suitable aptitudes for public security work can be recruited into the People's Public Security.
+ The People's Public Security gives priority to selecting excellent students and graduates from academies, universities, colleges, vocational intermediate schools, and vocational training schools with sufficient standards to train and supplement the People's Public Security forces.

What is the duration of public security service in Vietnam in 2024?
According to Article 8 of the Law on People’s Public Security Force 2018 which stipulates the obligation to participate in the People's Public Security:
Obligations to participate in the People's Public Security
1. Citizens performing obligations in the People's Public Security are fulfilling the obligation to protect the Fatherland in the armed forces. Every year, the People's Public Security selects citizens of the age group called up for military service to serve in the People's Public Security for a period of 24 months. The Minister of Public Security decides to extend the on-duty service period of non-commissioned officers and conscripts but not more than 06 months in the following cases:
a) To ensure readiness for combat;
b) During the implementation of disaster response, epidemic prevention, rescue missions.
2. The procedure for selecting citizens to perform obligations in the People's Public Security is applied as the procedure for selecting citizens to perform military service on duty.
3. The Government of Vietnam stipulates in detail Clause 2 of this Article.
The duration of public security service in 2024 is 24 months. The procedure for selecting citizens to perform obligations in the People's Public Security is applied similarly to the procedure for citizens performing military service on duty.
However, in the cases mentioned in the above regulations, the Minister of Public Security decides to extend the on-duty service period of non-commissioned officers and conscripts but not more than 06 months.
Shall a citizen who has fulfilled their service in public security forces be recognized completing military service in Vietnam?
Clause 3 Article 4 of the Law on military service 2015 stipulates the implementation of military service as follows:
Military Service
1. Military service is a noble obligation of citizens serving in the People's Army. Performing military service includes on-duty service and service in the reserve force of the People's Army.
2. Citizens in the age group for military service, regardless of ethnicity, social class, belief, religion, educational background, profession, or residence, must perform military service as prescribed by this Law.
3. Citizens serving in the Coast Guard and fulfilling their obligations in the People's Public Security are considered to be performing military service on duty.
4. Citizens falling into the following cases are considered to have completed their on-duty military service in peacetime:
a) Standing militia members who have served for at least 24 months are recognized as having completed their on-duty military service in peacetime, as decided by the Chief of the district military command based on the proposal of the Chairman of the commune-level People's Committee or the village leader where there are no commune-level administrative units, and the head of the agency or organization;
...
b) Completing the task of participating in commune police continuously for 36 months or more;
c) Officials and public employees, university graduates or higher who have been trained and conferred the rank of reserve officers;
d) Young people who have graduated from university, college, intermediate level voluntarily serving in the economic-defense teams for 24 months or more according to Projects approved by the Prime Minister of the Government of Vietnam;
dd) Citizens serving on fishery surveillance vessels for 24 months or more.
According to the above regulations, citizens serving in the Coast Guard and fulfilling their obligations in the People's Public Security are considered to be performing military service on duty. Therefore, if a citizen has fulfilled their public security service, they are not required to perform military service again.
