What are the conditions to be evaluated as having passed the official quality assessment?

Article 6 of Decree 06/2023/ND-CP mentions the principle of determining success in the official quality assessment examination as follows:

The assessment results are determined based on the number of correct answers in the exam. Candidates who answer correctly at least 50% of the questions are considered to have met the requirements of the official quality assessment.

Thus, according to the above regulation, the condition for a candidate to be evaluated as successful is to have at least 50% correct answers.

According to Clause 2, Article 9 of Decree 06/2023/ND-CP, the assessment results are notified to the candidates immediately after the assessment period ends, and no re-evaluation of the assessment results is conducted.

Therefore, candidates will know whether they have met the requirements right after completing the assessment.

Is it correct to say that those who pass the official quality assessment by July 31, 2024, will be exempt from the first round of the official exam?

Based on the contents of Article 12 of Decree 06/2023/ND-CP issued by the Government of Vietnam on February 21, 2023, regarding the official quality assessment, the following is stated:

Transitional provisions

1. The organization of the first round of the official recruitment exam shall continue to be conducted according to the provisions of Decree 138/2020/ND-CP until the end of July 31, 2024. During this period, those who meet the requirements of the quality assessment according to this Decree are exempt from the first round of the official examination as regulated in Clause 1, Article 8, and points a, b, Clause 3, Article 14 of Decree 138/2020/ND-CP.

2. From August 1, 2024, onward, official recruitment agencies shall only recruit those who have passed the assessment.

Thus, according to the above regulation, from the effective date of Decree 06/2023/ND-CP (April 10, 2024) until the end of July 31, 2024, those who pass the quality assessment will be exempt from the first round of the official exam.

For those who do not pass the assessment, they will still need to take the first round of the official exam according to Clause 1, Article 8 of Decree 138/2020/ND-CP, point a, Clause 3, Article 14 of Decree 138/2020/ND-CP, and point b, Clause 3, Article 14 of Decree 138/2020/ND-CP.

Specifically, the content of the first round of the official exam is as follows:

- Part I: General knowledge:+ 60 questions on general understanding of the political system, organizational structure of the Communist Party, the State, political-social organizations; state administrative management; officials, public service, and other knowledge to evaluate capacity.

+ Examination duration: 60 minutes;

- Part II: Foreign language:+ 30 questions as required by the job position in one of the following languages: English, Russian, French, German, Chinese, or another foreign language as decided by the head of the agency authorized to recruit officials.

+ Examination duration: 30 minutes;

- Part III: Information Technology:+ 30 questions as required by the job position.

+ Examination duration: 30 minutes.

If candidates correctly answer at least 50% of the questions in each part, they are eligible to proceed to the second round.

How long does it take to approve the successful result of the quality assessment?

According to Article 9 of Decree 06/2023/ND-CP, the following is stipulated:

Assessment organization procedures

1. The assessment council announces the list and summons eligible candidates to participate in the official quality assessment on the Ministry of Home Affairs’ electronic portal and the official quality assessment information page. No later than 15 days from the date of summoning the candidates, the assessment council shall organize the assessment.

2. The assessment is conducted on a computer. The results are notified to the candidates immediately after the assessment period ends, and no re-evaluation of the assessment results is conducted.

3. Within 05 working days from the end of the assessment, the assessment council shall report to the head of the authorized agency for approval of the assessment results;* the results shall be publicly posted on the Ministry of Home Affairs’ electronic portal and the official quality assessment information page.*

According to Clause 3, Article 9 of Decree 06/2023/ND-CP stated above, the time for the head of the authorized agency to approve the official quality assessment results is within 05 working days from the end of the assessment.

The results are publicly posted on the Ministry of Home Affairs’ electronic portal and the official quality assessment information page.

Decree 06/2023/ND-CP takes effect from April 10, 2023.
