Pursuant to the provisions of Clause 6 Article 1 Circular 08/2023/TT-BGDDT as follows:

6. Amendment to point e clause 4 Article 4 as follows:
“e) Public employees taking the examination or considering promotion to the job position of preschool teacher grade II (code V.07.02.25) must have retained the job position of preschool teacher grade III (code V.07.02.26) or equivalent for at least 03 (three) years (excluding the probation period) calculated until the deadline for submitting the registration dossier for examination or promotion.”

b) Effectively implement the preschool education program; take initiative and be flexible in adjusting the care, nurturing, and education plans suitable to the actual conditions of schools and localities;
c) Take the initiative to organize and promptly coordinate with colleagues, parents or guardians, and the community in caregiving, nurturing, and educating children;
d) Be capable of applying information technology in performing the tasks of a preschool teacher grade II and be able to use foreign languages or ethnic minority languages in certain specific tasks as assigned;
dd) Be recognized as a grassroots-level emulation soldier or higher, or as an excellent teacher at school level or higher;
e) Public employees taking the examination or considering promotion to the job position of preschool teacher grade II (code V.07.02.25) must have retained the job position of preschool teacher grade III (code V.07.02.26) or equivalent for at least 09 (nine) years (excluding the probation period) calculated until the deadline for submitting the registration dossier for examination or promotion.
According to the above regulations, from May 30, 2023, preschool teachers grade 3 will have their professional titles holding duration adjusted from 9 years to 3 years when taking the exam or considering promotion to the job position of preschool teacher grade 2.

In addition to the standards for professional ethics of preschool teachers grade II, preschool teachers grade I must be an exemplary model of teachers' ethics and motivate and support colleagues to adhere to the regulations concerning teachers' ethics.
Circular 01/2021/TT-BGDDT outlines distinct professional ethical standards for each job position. However, according to Clause 1 Article 1 Circular 08/2023/TT-BGDDT, it is stated:

1. Adding Article 2a after Article 2 as follows:

- Regularly cultivate morality, uphold responsibility, maintain the dignity, honor, and reputation of the teacher; set an example for the children.
- Love the profession, cherish children; be able to manage emotions; treat children fairly and with respect; protect the legitimate rights and interests of children; unite and support colleagues.
- Strictly adhere to the regulations concerning the responsibilities and obligations of public employees and the regulations of the Ministry of Education and Training concerning teachers' ethics.
According to the above regulations, Circular 08/2023/TT-BGDDT has consolidated the regulations on the standards of professional ethics for the job positions of preschool teachers.
From May 30, 2023, the standards for professional ethics for preschool teachers are uniformly regulated as above.
