What Documents are Required for a Military Service Medical Examination?

According to the provisions of Article 10 of Joint Circular 16/2016/TTLT-BYT-BQP, the following regulations apply:

Requirements for Citizens Undergoing Pre-selection and Health Examinations for Military Service

1. Must present:

a) The health check or examination order from the Commander of the District Military Command;

b) Identity card;

c) Related personal health documents (if any) for submission to the Health Examination Council or the Military Service Health Examination Group.

2. No consumption of alcohol, beer, or stimulants.

3. Adhere to the regulations within the health examination area.

4. Prohibition of using health examinations to avoid or dodge military service.

Based on the above regulations, when a citizen attends a military service medical examination, the following documents must be presented:

- Health check or examination order from the Commander of the District Military Command;

- Identity card; citizen identification card

- Related personal health documents (if any) for submission to the Health Examination Council or the Military Service Health Examination Group.

What are the Responsibilities of the Health Examination Council?

According to Clause 1 Article 6 of Joint Circular 16/2016/TTLT-BYT-BQP, the responsibilities of the Health Examination Council are as follows:

(1) Responsibilities of the Military Service Health Examination Council:

- Responsible to the District Military Service Council for implementing health examinations, classifying, and concluding the health status of each citizen called for enlistment;

- Summarize and report the health examination results to the District Military Service Council and the Department of Health of the province or centrally governed city (hereinafter referred to as the province) as stipulated; hand over all health records to the District Military Service Council (via the District Health Office).

(2) Responsibilities of the members in the Military Service Health Examination Council:

- Chairman of the Council:

+ Oversee all activities of the Council; responsible to the District Military Service Council for the quality of health examinations for citizens called for military service;

+ Disseminate and guide the health examination plan for military service; instruct on standards, duties, working principles, and specific tasks for members of the Health Examination Council;

+ Convene and chair council meetings to conclude cases with differing opinions on health conclusions;

+ Organize consultations and sign referral papers for citizens to check health for military service at medical facilities when necessary;

+ Directly conclude health classifications and sign military service health certificates;

+ Organize review meetings on health examination work and report to the District Military Service Council.

- Vice Chairman of the Council:

+ Represent the Chairman when absent;

+ Directly conduct health examinations and participate in consultations when necessary;

+ Participate in meetings of the Military Service Health Examination Council.

- Standing Member, cum Secretary of the Council:

+ Prepare estimates, summarize, and settle expenses, medicines, and consumables for the health examination work for military service;

+ Prepare necessary means, facilities, health records, and other necessary documents for the Military Service Health Examination Council’s work; participate in council meetings;

+ Participate in health examinations, consultations when necessary;

+ Register, statistically, and assist the Chairman in reporting to the District Military Service Council and the Department of Health according to Form 3a and Form 5c of Appendix 5 issued with this Circular.

- Members of the Council:

+ Directly conduct health examinations and participate in consultations when necessary;

+ Responsible for the quality of examinations and health conclusions within the assigned scope;

+ Attend meetings of the Military Service Health Examination Council when convened.

Where to Undertake the Military Service Health Examination in 2024?

According to Articles 5 and 6 of Joint Circular 16/2016/TTLT-BYT-BQP, the military service health examination is conducted in two rounds: Preliminary and Detailed Examinations.

(1) Preliminary Examination at the Commune Health Station

- Preliminary health examination is conducted by the Commune Health Station under the professional and operational guidance of the District Health Center.

- Content of the preliminary health examination:

+ Detect cases not meeting the health requirements in terms of physical strength, deformities, or diseases that are exempt from military service registration;

+ Gather the personal and family medical history.

- Procedure for the preliminary health examination:

+ Based on the local Military Service Council’s recruitment and call-up plan, compile a list of citizens called for health examinations for military service in the managed area;

+ Conduct preliminary health examinations;

+ Complete and verify the personal medical history and information of citizens called for military service health examinations;

+ Compile a list of citizens with diseases in the List of Diseases Exempt from Military Service Registration and report to the Commune Military Service Council;

+ Summarize, statistically, and report the results of the preliminary health examination.

(2) Detailed Health Examination at the District Health Center:

- Content of the health examination

+ Physical examination; clinical examinations in specific departments as required;

+ Conduct necessary para-clinical tests for health conclusions as required by the Military Service Health Examination Council, including drug testing;

+ Classify health status.

- Procedure for the health examination

+ Compile a list of citizens called for enlistment who have undergone preliminary health examination in the managed area;

+ Notify the time and location for the health examination organization;

+ Conduct health examinations as stipulated;

+ Organize consultations and HIV testing as per the Law on HIV/AIDS Prevention and Control requirements for cases meeting the annual health standards for enlistment as guided by the Minister of Defense;

+ Complete health certificates as stipulated;

+ Summarize and report the results of the military service health examination.

Thus, according to the above regulations, citizens will undergo the military service health examination at the Commune Health Station and the District Health Center in two rounds: preliminary and detailed health examinations.
