Determination of Job Position Groups for Officials and Public Employees in Specialized Sectors When Developing Schemes and Approving Job Positions: Guidelines.
Ministry of Home Affairs addresses concerns regarding specialized job positions for officials and public employees
According to Official Dispatch 7583/BNV-TCBC of 2023, specific clarifications on job positions for specialized officials and public employees are outlined as follows:
(1) On the uniformity of job titles for public employees in sports and physical education as regulated in Circular 07/2022/TT-BVHTTDL and Circular 10/2023/TT-BVHTTDL
The job titles guided by these two Circulars are uniform (except for the job description of the position "Instructor grade IV" in Circular 10/2023/TT-BVHTTDL, which mistakenly recorded as "Coach grade IV" and needs amendment).
Therefore, localities are requested to base on the guidance of these two Circulars and the functions and duties of units operating in the sports and physical education field to develop Schemes and approve job positions, and public employee structure according to the job positions in the public service provider.
(2) On the guidance for job positions related to scientific research work at educational, medical institutions, and other public service providers
Educational, medical institutions, and other public service providers assigned the function of scientific research can apply the job positions "Researcher," "Senior Researcher" within the field of science and technology (as regulated in Circular 17/2023/TT-BKHCN).
(3) On supplementing job positions for professional titles in accommodation services, restaurants, hotels, convention centers, and guest houses
Ministries, sectors, and localities are requested to utilize job positions in the office field and the planning and finance field (including job positions: Administration - Office; public office management; accounting; cashiers) within the professional common service job positions in public service providers (as regulated in Circular 12/2022/TT-BNV).
(4) On supplementing job positions for professional titles in nursing facilities for meritorious people, social support centers, drug rehabilitation centers, orthopedic centers, and functional rehabilitation centers
Ministries, sectors, and localities are requested to utilize job positions for specialized public health employees (as regulated in Circular 03/2023/TT-BYT dated February 17, 2023), ensuring consistency with the functions and tasks of the agency or unit.
(5) On supplementing job positions for professional titles in investment promotion centers, tourism promotion centers
Ministries, sectors, and localities are requested to utilize the job position "Trade and Investment Promotion" in the list of professional titles within the Department of Industry and Commerce (as regulated in Circular 07/2023/TT-BCT) and the job position "Legal Support" in the list of professional titles within the Ministry of Justice (as regulated in Circular 06/2023/TT-BTP), ensuring consistency with the functions and tasks of these centers.
(6) On supplementing tourism job positions for the Center for Relic Management and Tourism Development
Ministries, sectors, and localities are requested to utilize job positions for professional titles within the fields of culture, sports, and tourism (as regulated in Circular 10/2023/TT-BVHTTDL), ensuring consistency with the functions and tasks of the centers.
(7) On grouping job positions for Medical Secretary within the health sector
Ministries, sectors, and localities are requested to identify the Medical Secretary job position in the list of specialized professional titles (as regulated in Circular 03/2023/TT-BYT).
(8) On supplementing Nursing and Midwifery grade III job positions at commune Health Stations
Localities are requested to utilize the Nursing grade IV and Midwifery grade IV job positions for commune Health Stations, ensuring compliance with Circular 03/2023/TT-BYT.
(9) On guiding the addition of job descriptions and competency frameworks for job positions in the labor, meritorious people, and social affairs field
Localities are requested to uniformly follow Appendix V.5 issued with Circular 11/2023/TT-BLDTBXH.
(10) On guiding the addition of job descriptions for each job position as regulated in Circular 03/2023/TT-BYT
Initially, ministries, sectors, and localities are requested to base on the Circulars regulating the codes and standards of professional titles in the health sector to describe the job positions for specialized public health employees in accordance with the functions and tasks of the health facilities. Ministry of Home Affairs will cooperate with the Ministry of Health to add job descriptions for each job position, serving as a basis for ministries, sectors, and localities to implement.
(11) On guiding the addition of a group of job positions for Inland Waterway Ports (within the transportation field) and determining specialized official job positions in the transportation field at the provincial and district level
- The specialized official job positions in the transportation field have been fully identified in Circular 42/2022/TT-BGTVT encompassing various transport types (including inland waterways).
Therefore, localities are requested to utilize the specialized transportation official job positions as guided by the Ministry of Transport, specifying the job description content and competency framework suitable for the Inland Waterway Ports' functions, tasks, authorities, and organizational structure.
- Based on the guidance in Circular 42/2022/TT-BGTVT, localities are requested to direct agencies and organizations within the transportation sector at the provincial and district levels to identify specialized transportation official job positions suitable to the functions and tasks assigned.

Guidance on the authority to approve the Scheme of job positions
According to Official Dispatch 7583/BNV-TCBC of 2023, guidance on the authority to approve the Scheme of job positions is outlined as follows:
(1) On the authority to approve job positions in administrative agencies, organizations, and public service providers
Based on the regulations in Decree 62/2020/ND-CP and Decree 106/2020/ND-CP, ministers, heads of ministerial-level agencies, agencies under the Government of Vietnam, heads of organizations established by the Government of Vietnam and the Prime Minister of Vietnam that are not public service providers, and provincial People's Committees approve or decentralize, authorize the approval of job positions, the structure of officials according to job positions in administrative agencies and organizations, and the structure of public employees according to job positions in public service providers within their management scope. Especially for public universities, the school councils approve.
(2) On the authority to approve job positions for the Office of the National Assembly Delegation and Provincial People's Council
Localities are requested to direct the Office of the National Assembly Delegation and Provincial People's Council to apply specialized office job positions as regulated in Circular 02/2023/TT-VPCP, Chief of the Government Office, and the professional common service job positions as regulated in Circular 12/2022/TT-BNV.
Based on Resolution 1004/2020/UBTVQH14, develop the Scheme of job positions, and submit it to the provincial People's Committee for approval after obtaining a unified opinion from the leadership of the National Assembly Delegation and the standing leadership of the People's Council at the same level, ensuring consistency, interconnectedness, and uniformity within the local political system.
Identifying the staffing of officials in administrative agencies and the number of employees in public service providers
According to Official Dispatch 7583/BNV-TCBC of 2023, identifying the staffing of officials in administrative agencies and the number of employees in public service providers is outlined as follows:
From now until the end of 2026, ministries, sectors, and localities are requested to develop and approve the Scheme of job positions in administrative agencies and public service providers, ensuring the implementation of the staffing reduction roadmap as regulated by the Politburo.
Based on the approved job positions of each agency, organization, or unit, ministries, sectors, and localities are requested to proactively review and propose adjustments to staffing from 2026-2030, serving as a basis for sector-managing ministries to research and provide appropriate guidance.
