What are the conditions and standards for recognizing war invalids?
Based on the provisions of Clause 1, Article 26 of the 2020 Ordinance on Preferences for People with Meritorious Services to the Revolution, the regulations are as follows:
Conditions, Standards for War Invalids
1. Officers, professional soldiers, non-commissioned officers, and soldiers in the Vietnam People’s Army, and officers, non-commissioned officers, and soldiers in the People's Public Security who suffer from diseases with a body injury rate of 61% or more while performing urgent and dangerous tasks, but do not qualify for a pension, shall be issued with a “War Invalid Certificate” by the competent authority upon leaving the Vietnam People's Army or People's Public Security.
2. The Government of Vietnam details this Article.
Accordingly, for someone to be recognized as a war invalid, they must meet the following conditions and standards:
Officers, professional soldiers, non-commissioned officers, and soldiers in the Vietnam People's Army, and officers, non-commissioned officers, and soldiers in the People's Public Security who suffer from diseases with a body injury rate of 61% or more while performing urgent and dangerous tasks, but do not qualify for a pension, shall be issued with a “War Invalid Certificate” by the competent authority upon leaving the Vietnam People's Army or People's Public Security.

What preferential policies do war invalids receive?
Based on the provisions of Article 27 of the 2020 Ordinance on Preferences for People with Meritorious Services to the Revolution, the regulations are as follows:
Preferential Policies for War Invalids
1. Monthly allowances and subsidies for war invalids include:
a) Monthly allowance based on the body injury rate;
b) Allowance for caregivers of war invalids with a body injury rate of 81% or more living in households;
c) Monthly subsidy for war invalids with a body injury rate of 81% or more;
d) Special monthly subsidy for war invalids with a body injury rate of 81% or more and critical diseases. War invalids who receive a special monthly subsidy shall not receive the monthly subsidy again.
2. Health insurance.
3. Health rehabilitation every two years; for war invalids with a body injury rate of 81% or more, annual health rehabilitation is provided.
4. Preferential policies specified in points c, e, g, h, i, and k, Clause 2, Article 5 of this Ordinance.
Accordingly, the preferential policies for war invalids are as follows:
- Monthly allowances and subsidies:
+ Monthly allowance based on the body injury rate;
+ Allowance for caregivers of war invalids with a body injury rate of 81% or more living in households;
+ Monthly subsidy for war invalids with a body injury rate of 81% or more;
+ Special monthly subsidy for war invalids with a body injury rate of 81% or more and critical diseases. War invalids who receive a special monthly subsidy shall not receive the monthly subsidy again.
- Health insurance.
- Health rehabilitation every two years; for war invalids with a body injury rate of 81% or more, annual health rehabilitation is provided.
- Provision of necessary assistive devices, orthopedic tools, rehabilitation means, and equipment as prescribed by orthopedic and rehabilitation facilities under the labor, war invalids, and social affairs sector or provincial hospitals and upwards;
- Housing support based on each person’s merits, circumstances, or in case of housing difficulties;
- Exemption or reduction of land levy when allocated homestead land by the State, converting land use purpose to homestead land, recognizing homestead land use rights, or purchasing houses owned by the State;
- Priority allocation or leasing of land, water surface, and sea surface rights; priority in forest protection and development contracts;
- Preferential loans for production and business;
- Tax exemption or reduction as prescribed by law.
What are the latest monthly allowances for war invalids in 2023?
Based on the provisions of Subsection 7.1, Section 7 of Appendix I issued with Decree 55/2023/ND-CP on the latest monthly allowances for war invalids in 2023, the regulations are as follows:

Decree 55/2023/ND-CP takes effect from September 5, 2023.
