Decision 262/QD-TTg 2024: What are the main contents in the Plan to implement the Vietnam National Power Development Planning for 2021 - 2030 period, with a vision toward 2050?

Pursuant to Section II Plan to implement the Vietnam's National Power Development Planning for 2021 - 2030 period, with a vision toward 2050 (hereinafter referred to as “PDP VIII implementation plan”) issued together with Decision 262/QD-TTg 2024 of the Prime Minister, 10 main contents in the PDP VIII implementation plan includes:

1. List of important power source projects in which the investment is prioritized by 2030

2. Capacity of power generated from renewable energy sources of localities/regions and list of power source projects by 2030

3. Other types of power sources by 2030

4. List of regional power transmission grid and grid connection projects

5. Rural, mountainous and island power development program

6. Plan to develop renewable energy industrial ecosystem and renewable energy services

7. List of prioritized schemes/projects to perfect laws and policies and improve capacity of the electricity sector

8. Land demand by 2030

9. Investment capital demand by 2030

10. Solutions for planning implementation

What are the requirements of the Power Development Planning VIII implementation plan of Vietnam?

Pursuant to subsection 2 Section I Plan to implement the Vietnam's National Power Development Planning for 2021 - 2030 period, with a vision toward 2050 (hereinafter referred to as “PDP VIII implementation plan”) issued together with Decision 262/QD-TTg 2024, the requirements of the PDP VIII implementation plan are as follows:

- The PDP VIII implementation plan shall cling to the objectives and orientations of the PDP VIII and realize the tasks assigned under the Prime Minister’s Decision No. 500/QD-TTg.

- Ensure the balanced development of power sources by each region and aim for supply - demand balance within each region; ensure the feasibility, synchronization and flexibility in power source/electrical grid development in a manner that suits the national context and resources.

- Determine specific progress of and resources for implementing prioritized schemes/projects to perfect laws and policies and improve the scientific and technological capacity of the electricity sector during the planning period.

- Define specific lists and progress of important and prioritized power source and electrical grid projects of the electricity sector, including regionally connected electrical grids during the planning period; lists and progress of renewable energy projects (small-scale hydropower, onshore wind power, biomass power, waste-to-energy power, etc.) for each locality until 2025.

- Maximize resources and participation of all economic sectors for power development.

- Ensure compliance, inheritance, and consistency with approved sector planning/plans to implement national planning, and ensure the connectivity and consistency in implementation thereof.

What are the solutions pertaining to human resource development of the Power Development Planning VIII of Vietnam?

Pursuant to subsection 7 Section VI of Decision No. 500/QD-TTg 2023, the solutions pertaining to human resource development include:

- Develop high quality personnel, especially in the fields of electricity generation, transmission, distribution, regulation, electricity market, smart electrical grids, etc.

- Develop teams of experts and scientists with high skill level in the field of electricity; develop entities specializing in electricity science - technology.

- Organize training and refresher training for technical and managerial officials in the field of electricity to match other countries in the region and around the world.

- Renovate training programs and contents, diversify personnel training methods, associate training with production practice, ensure sufficient qualification for operation of large-scale electrical system, integrate high percentage of renewable energy, and apply smart electrical grid technology.

What are the solutions pertaining to organizing implementation and supervision of planning implementation of the Power Development Planning VIII of Vietnam?

Pursuant to subsection 11 Section VI of Decision No. 500/QD-TTg 2023, the solutions pertaining to organizing implementation and supervision of planning implementation include:

- Develop Plan for implementation of the Planning as soon as the VIII Electricity Planning is approved. Select priority projects based on criteria and reasoning under Clause 1, Section V, Article 1 of Decision No. 500/QD-TTg 2023.

- Develop electricity database which includes data on planning and organization of implementation of planning to use as the basis for supervising planning implementation. Regularly review national and local load development, implementation progress of electricity sources and electrical grids to propose solutions for adjusting electricity source composition and progress if necessary and satisfy electricity demand of the economy.

- Effectively manage the development of self-consumption electricity sources, cogeneration sources, electricity sources utilizing waste heat, blast furnace gas, by-products of technology lines in industrial facilities, rooftop photovoltaic installation, and electricity sources agreed upon by electric utilities and electricity buyers under DPPAs.

- Further exercise the role of National Steering Committee for Electricity Development in inspecting and expediting key projects in the field of electricity and promptly resolving difficulties.

- Develop and apply regulations on discipline and compliance therewith in organizing and implementation of the VIII Electricity Planning which apply to project developers, ministries, central departments, Committee for Management of State Capital at Enterprises, and local governments. Develop sanctions to deal with and revoke projects that fail to meet designated progress.
