On 07/02/2024, the Prime Minister issued Decision 165/QD-TTg approving Vietnam's Hydrogen Energy Development Strategy until 2030, with a vision towards 2050 (hereinafter referred to as the Strategy).
What are the roles of the organizations in implementing Vietnam's hydrogen energy development strategy?
Based on Decision 165/QD-TTg 2024, the roles of the organizations in implementing Vietnam's hydrogen energy development strategy are as follows:
(1) Ministry of Industry and Trade:
- Take the lead and coordinate with relevant ministries, sectors, and localities in implementing the Strategy.
- Organize the dissemination and promotion of Vietnam's hydrogen energy development strategy to organizations and individuals for effective implementation.
- Take the lead and coordinate with relevant ministries, sectors, and agencies in reviewing, supplementing, and improving legal documents on hydrogen energy as prescribed. This creates favorable conditions for the development of hydrogen energy and encourages households to transition to using hydrogen energy technologies.
- Monitor and urge the implementation of hydrogen energy projects in line with the state management functions and tasks of the Ministry of Industry and Trade.
- Coordinate with the Ministry of Planning and Investment in developing mechanisms and preferential policies to promote the development of the hydrogen energy industry.
(2) Ministry of Science and Technology:
- Develop a national science and technology program to promote research activities on hydrogen production, storage, distribution, and utilization technologies, with a focus on clean hydrogen production.
- Take the lead and coordinate with relevant ministries, sectors, and agencies in reviewing, amending, and developing additional national standards and regulations in the field of hydrogen production, utilization, storage, transportation, and carbon capture, utilization, and storage (CCUS) in accordance with international regulations and standards.
(3) Ministry of Planning and Investment:
- Take the lead and coordinate with relevant ministries, sectors, and agencies in developing mechanisms and preferential policies to attract investment and promote the development of the hydrogen energy industry.
- Research and propose the authority to issue regulations on investment approval for offshore wind power projects, hydrogen/ammonia production projects using offshore wind power, and offshore wind power export projects.
(4) Ministry of Natural Resources and Environment:
- Take the lead and coordinate with relevant ministries, sectors, and agencies in implementing tasks under climate change programs, greenhouse gas emission reduction with the support and coordination of international organizations and cooperation programs (COP, JETP, AZEC, etc.).
- Coordinate with relevant ministries, sectors, and agencies to effectively implement this strategy according to their assigned functions and tasks.
(5) Ministry of Transport:
- Take the lead in developing policies and mechanisms to promote the use of green and hydrogen-powered transportation, including hydrogen fuel for vehicles, equipment, and green transportation infrastructure.
- Coordinate with relevant ministries, sectors, and agencies to effectively implement this strategy according to their assigned functions and tasks.
(6) Ministry of Education and Training:
Take the lead in developing a national program for high-quality human resource training in the new energy sector in general and hydrogen energy in particular.
(7) Other ministries, sectors, and State Capital Management Committees in enterprises:
- Fulfill their functions, tasks, and authorities to timely implement the viewpoints, objectives, orientations, and solutions of this Strategy.
- Proactively propose mechanisms, policies, and solutions to overcome obstacles and ensure the effective implementation of the Strategy's objectives, ensuring consistency and coordination with the implementation of the 10-year Socio-Economic Development Strategy 2021-2030, sectoral and local socio-economic development plans.

According to Article 2 of Decision 165/QD-TTg 2024, the roles of the People's Committees of provinces and centrally-run cities in implementing the hydrogen energy strategy are as follows:
- Organize the selection of investors for projects related to hydrogen energy production and allocate land funds for the development of hydrogen energy production facilities in accordance with the law, with priority given to land allocation for projects in line with the Planning.
- Take the lead and closely coordinate with investors in carrying out land clearance, compensation, resettlement, and relocation for hydrogen energy production projects as prescribed.
What are the responsibilities of corporations and enterprises in the energy sector in coordinating the implementation of the Vietnam's hydrogen energy development strategy?
According to Article 2 of Decision 165/QD-TTg 2024, corporations and enterprises in the energy sector are responsible for implementing the hydrogen energy strategy as follows:
- Vietnam Electricity Group:
+ Develop and adjust strategies and development plans that align with the hydrogen energy strategy.
+ Mobilize capital from domestic and international organizations to implement investment projects, especially those related to new energy.
+ Develop plans for the conversion and blending of hydrogen fuel with the fuel used in coal and gas thermal power plants operated by Vietnam Electricity Group.
+ Utilize existing resources and expertise to improve fuel efficiency and technology in thermal power plants associated with hydrogen energy.
- Vietnam Oil and Gas Group:
+ Develop plans for the conversion and blending of fuel used in coal and gas thermal power plants operated by Vietnam Oil and Gas Group.
+ Utilize existing resources and expertise in designing, manufacturing, and operating oil and gas processing facilities and offshore structures to implement the following tasks:
+ Research and apply carbon capture and utilization/storage (CCUS) technologies in hydrogen production processes.
+ Utilize existing infrastructure (storage facilities, natural gas pipelines, etc.) for hydrogen energy applications.
+ Actively seek and establish cooperation with international partners with strong hydrogen production technologies to collaborate and transfer technology for projects in Vietnam.
- Vietnam National Coal - Mineral Industries Group:
+ Develop plans for the conversion and blending of hydrogen fuel with the fuel used in coal thermal power plants operated by Vietnam National Coal - Mineral Industries Group
+ Research and apply coal gasification technologies in suitable coal mining areas, incorporating carbon capture and utilization/storage (CCUS) technologies in hydrogen production processes.
- Vietnam National Petroleum Group:
+ Research and invest in infrastructure such as import/export ports, storage tanks, loading stations, waterway and road transportation vehicles, etc., to meet the demands of hydrogen import/export and domestic usage.
+ Utilize existing resources and expertise in designing and manufacturing specialized equipment for hydrogen storage, transportation, and distribution.
+ Participate in pilot projects for hydrogen production, storage, transportation, distribution, import/export, and the production of specialized equipment for hydrogen storage and distribution.
- Vietnam Chemical Group:
+ Research and apply green hydrogen production technologies to serve energy needs and other industries.
+ Promote research on the conversion and utilization of clean hydrogen and ammonia in the chemical industry.
+ Other energy enterprises:
+ Implement specific tasks and solutions within this strategy in accordance with the authority, function, and regulations stipulated in their company's charter and the law.
