Decision 118-QD/TW 2023 guiding regulations on the organization and activities of Mass Associations?
On August 22, 2023, the Central Executive Committee issued Decision 118-QD/TW 2023 on the regulations for the organization and activities of Mass Associations assigned tasks by the Communist Party and the State at the Central level.
According to Article 1 of the regulations issued with Decision 118-QD/TW 2023, the organization and activities of mass associations assigned tasks by the Communist Party and the State at the Central level (hereinafter referred to as associations) are defined in Appendix I.
Additionally, Article 2 of the regulations issued with Decision 118-QD/TW 2023 stipulates the functions and tasks of the associations as follows:
They are voluntary and self-managed organizations with functions and tasks of mobilizing, propagating, uniting, and gathering the public according to fields and professions; representing and protecting the legitimate rights and interests of members and various citizen classes; building and developing the organization and its membership; acting as a bridge between the Communist Party and citizens, contributing to the construction and protection of the nation.

Responsibilities of Mass Associations according to Decision 118-QD/TW?
The responsibilities of Mass Associations are stipulated in Article 10 of the regulations issued with Decision 118-QD/TW 2023 as follows:
- Disseminating, propagating, and mobilizing members and citizens to implement the policies and guidelines of the Communist Party, the laws and policies of the State; directives and decisions related to the organization and activities of the association; actively participating in the nation's economic, cultural, and social development programs; performing tasks assigned by the Communist Party and the State, strengthening social consensus.
- Organizing activities according to the association's principles, purposes, functions, and tasks; directing and strictly managing the activities of legal entities under the association; managing and utilizing the assigned funds and assets, funds according to regulations of the Communist Party, state laws, and association charters; complying with the guidance, inspection, supervision, audit, and inspection of competent authorities.
- Developing, gathering, and uniting members in patriotic emulation movements and campaigns; representing, protecting, reflecting, proposing, and coordinating to resolve the legitimate rights and interests of members and various citizen classes.
- Periodically reporting every 6 months, annually, and upon request on the organizational and operational situation to the assigned monitoring and directing party committees, the Central Office of the Communist Party, the Central Committee of the Vietnamese Fatherland Front (if the association is a member organization), the Ministry of Home Affairs, and the state management ministry for the association.
- Seeking opinions from the assigned monitoring and directing party committees on the annual work program, plan, and term congress; inviting representatives of the party committees and assigned monitoring and directing agencies to attend party committee meetings (for associations with a party committee), and standing committee meetings (for associations without a party committee).
- Ensuring compliance with the law when changing headquarters, opening representative offices, and establishing legal entities under the association, and notifying the assigned monitoring and directing party committees and relevant state management ministries in writing.
Additionally, Mass Associations work according to the principle of collective leadership with individual responsibility and decision-making by the majority. The advisory and assisting units operate according to the policies of the head.
Regime for regular employees at Mass Associations as stipulated?
Article 7 of the regulations issued with Decision 118-QD/TW 2023 stipulates the policies for regular employees at Mass Associations as follows:
- Regular employees at the association include: President, full-time vice presidents; those working in advisory and assisting units within the assigned payroll; those working under contract.
- The regime and policies for regular employees at the association:
+ Those within the working age assigned or dispatched to work at the association by a competent authority and those recruited within the association's payroll quota are entitled to salaries, allowances, and other policies as prescribed for officials.
+ Retired persons holding specialized association leadership positions are entitled to remuneration according to regulations.
+ Contract workers (including those receiving retirement pensions) are entitled to wages or remuneration and other policies decided by the association, suitable to the job requirements and the association's finances.
- The working period for retirees is decided by the association but does not exceed 10 years from the date of retirement.
