What Is the Use of the Military Service Transfer Certificate?
Based on the provisions of Article 7 Decree 13/2016/ND-CP it is stipulated as follows:
Military service registration when changing place of residence or workplace, study
1. Military service registration for transfer
a) Dossier
- Introduction letter for registering the transfer of military service or the introduction letter for transferring reservists;
- Photocopy of the Military Service Registration Certificate or the Reserve Military Personnel Registration Certificate (bring the original for comparison);
- Photocopy of the household migration introduction letter issued by the district, town, or provincial city police department, and equivalent administrative unit regarding changing the place of residence or the decision of the head of the agency, organization regarding the change of workplace, study (bring the original for comparison).

2. Military service registration for transfer-in
a) Dossier
- Introduction letter for registering the transfer of military service or the introduction letter for transferring reservists;
- Reserve military personnel card.
According to the above regulation, when changing the place of residence, workplace, or study, the military service registration dossier requires a military service transfer registration certificate.
Additionally, the military service transfer certificate is also used in the enrollment dossier of male university students.
In summary, the military service transfer certificate is proof that a citizen has registered for military service at one locality. However, due to changes in the place of residence, study, or workplace, there is a necessity to apply for the transfer of military service to another locality.

Where to Apply for a Military Service Transfer Certificate? What Are the Procedures?
Based on the provisions of Article 4 Decree 13/2016/ND-CP, Article 7 Decree 13/2016/ND-CP and Decision 4089/QD-BQP of 2023 the procedures for applying for a military service transfer certificate are as follows:
(1) To apply for the military service transfer certificate, one must first register for military service for the first time
Step 1: 10 days before the military service registration date, the Military Command Board at the commune level is required to send the Military Service Registration Order to the citizen. If the agency or organization does not have a Military Command Board, the head or the legal representative of the agency or organization must send the Military Service Registration Order to the citizen.
Step 2: After receiving the Military Service Registration Order from the Chief Commander of the District Military Command Board, the citizen is responsible for coming to the Military Command Boards of the commune, ward, or commune-level town (hereinafter referred to as the Military Command Board at the commune level) to directly register for military service.
Step 3: Within 01 working day, the Military Command Board at the commune level is responsible for verifying the original ID card, citizen identification card, or birth certificate; guiding the citizen to fill out the Military Service Health Self-Declaration Form, registering the necessary information of the citizen into the List of Male Citizens Aged 17 this Year, the Ready to Enlist Citizen Register, and immediately issuing the Military Service Registration Certificate to the citizen after registration.
Required documents:
- Military Service Health Self-Declaration Form;
- Photocopy of one of the following documents: ID card, citizen identification card, or birth certificate (bring the original for comparison). If the authorized body responsible for administrative procedure solutions and public service provision can extract the citizen's information from the National Population Database, the citizen is not required to submit a photocopy of the ID card, citizen identification card, or birth certificate (bring the original for comparison).
Where to submit: The individual completing the procedures directly goes to the Military Command Board at the commune level for military service registration.
(2) Subsequently, proceed with the military service relocation registration procedures when changing place of residence, workplace, or study to receive the Introduction Letter for Registering the Transfer of Military Service or the Introduction Letter for Transferring Reservists for citizens.
Step 1: Citizens who have registered for military service and change their place of residence, workplace, or study directly go to the Military Command Board at the commune level to complete military service relocation registration procedures. If the agency or organization does not have a Military Command Board, the head or the legal representative of the agency or organization must organize for the citizen to complete the military service relocation registration procedures at the place of residence.
Step 2: Within 01 working day, the Military Command Board at the commune level is responsible for completing the procedures for the citizen to register for military service relocation and issuing the Introduction Letter for Registering the Transfer of Military Service or the Introduction Letter for Transferring Reservists to the citizen, the Reserve Military Personnel Card, removing from the Ready to Enlist Citizen Register or the Reserve Military Personnel Register.
Required documents:
- Photocopy of the Military Service Registration Certificate or the Reserve Military Personnel Registration Certificate (bring the original for comparison);
- Photocopy of one of the following documents: citizen identification card, ID card, Certificate of Residence Information, Notification of Personal Identification Number, and Citizen Information in the National Population Database, or the decision from the head of the agency, organization regarding changes in the workplace, study (bring the original for comparison). If the authorized body responsible for administrative procedure solutions and public service provision can extract information about the citizen’s place of residence from the National Population Database, the citizen is not required to submit a photocopy of the citizen identification card, ID card, Residence Information Certificate, Notification of Personal Identification Number, and Citizen Information in the National Population Database (bring the original for comparison).
Where to submit applications: The individual completing the procedures directly goes to the Military Command Board at the commune level for military service relocation registration.
When Is the 2024 Military Service Medical Examination Schedule?
Based on the provision of Article 40 Military Service Law 2015, the 2023 military service medical examination schedule is as follows:
Medical examination for citizens summoned to enlist and perform the duty to join the People’s Police
1. The chairman of the district-level People's Committee decides to establish the Health Examination Council at the proposal of the district-level health department.
2. The commander of the district-level military command issues the health examination order for citizens subject to conscription; the head of the district-level police issues the health examination order for citizens subject to the duty to join the People’s Police. The health examination order must be delivered to the citizen at least 15 days prior to the health examination date.
3. The district-level Health Examination Council organizes health examinations for citizens subject to conscription and duty to join the People’s Police; if necessary, decides to conduct clinical laboratory tests, including tests for detecting drugs, HIV; ensures accuracy and is responsible for the results of the military service health examination.
4. The health examination period is from November 1 to December 31 of each year. The second health examination period for summoning citizens to enlist and perform the duty to join the People’s Police shall be decided by the Prime Minister as prescribed in Article 33 of this Law.
5. The health classification results must be publicly listed at the headquarters of the commune-level People’s Committee, agency, or organization within 20 days.
According to the above regulations, the military service health examination period will take place from November 1 to December 31 of each year.
Thus, the 2024 conscription health examination period will be from November 1, 2023, to December 31, 2023.
