According to the regulations at Clause 2 and Clause 3, Article 6 of Circular 09/2022/TT-BVHTTDL, the criteria for the professional title of Grade III painter in public service providers are as follows:

2. Qualifications:

a) Hold a university degree or higher suitable for the fine arts major.

In case of holding a university degree or higher in another major, one must be awarded the titles "People's Artist", "Artist of Merit" or awarded the "Ho Chi Minh Prize", "State Prize" in literature and art;

b) Have a retraining certificate in professional tiitle standards for public employees in the fine arts sector.

3. Professional competence:

a) Master the guidelines and policies of the Communist Party of Vietnam, laws of the State in the field of fine arts;

b) Master forms and methods of creativity;

c) Skillfully exploit and use one material in the creation and presentation of works;

d) Be capable of cooperating with colleagues in professional fine arts activities;

dd) Be able to apply scientific and technical advancements to enhance the efficiency of fine arts activities.

Unlike the professional title of Grade IV Painter, Grade III Painter requires public employees to hold a university degree in the fine arts major or in another major but accompanied by titles such as "People's Artist", "Artist of Merit" or awarded the "Ho Chi Minh Prize", "State Prize" in literature and art.

What are the duties of a Grade III Painter in public service providers of Vietnam?

Grade III Painters working in public service providers must perform the duties according to regulations at Clause 1, Article 6 of Circular 09/2022/TT-BVHTTDL as follows:

- Execute medium and small-scale fine art projects and works of moderate complexity; create drawings, statues, art designs, etc. in one material or other materials ensuring the content and form as required;

- Research topics, prepare documents, materials; cooperate with relevant people to unify creative ideas, ensure the process of completing assigned projects and works; implement visual solutions (complete drafts, create works);

- Develop plans, propose measures to execute projects and works; prepare cost estimates, materials, etc. for the creation or presentation of works.

How long must a public employee hold the professional title of Grade IV Painter to be eligible for taking examination or consideration for promotion to Grade III Painter in Vietnam?

According to the regulations at Clause 4, Article 6 of Circular 09/2022/TT-BVHTTDL:

4. Requirements for public employees to take the examination or consideration for promotion to the professional title of Grade III Painter:

Have held the professional title of Grade IV Painter or equivalent for at least 2 years (excluding probationary, internship period) for those with a college degree or at least 3 years (excluding probationary, internship period) for those with an intermediate level. In case of having equivalent time, there must be at least 1 year (full 12 months) holding the title of Grade IV Painter up to the deadline for submitting examination or promotion registration documents.

At the same time, according to Article 3 of Circular 10/2019/TT-BVHTTDL, the standards and conditions for registration for examination or consideration for promotion to a professional title are stipulated as follows:

- Currently hold a professional title at a grade lower than the professional title registered for examination or consideration for promotion.

- Be evaluated and graded as having completed tasks well or higher by the competent authority in the year preceding the year of filing for the exam; having good professional qualities and ethics; not under disciplinary action or under consideration for disciplinary action by the competent authority.

- Meet the standards of the professional title registered for examination or consideration for promotion suitable to the cultural sector.

Additionally, according to Point dd, Clause 2, Article 4 of Circular 10/2019/TT-BVHTTDL, to be promoted from Grade IV Painter to Grade III Painter, one does not have to take the exam but only needs to register for consideration for promotion if the public employee meets the necessary requirements.
