To speed up the disbursement of public investment capital, what tasks has the Government of Vietnam set?
The Government of Vietnam has set four tasks to speed up the disbursement of public investment capital?
This issue was raised in Resolution No. 74/NQ-CP in 2023 at the regular government meeting in April 2023.
According to that, the Government of Vietnam basically agreed with Report No. 3329/BC-BKHDT in 2023 of the Ministry of Planning and Investment.
By the end of April 30, 2023, ministries, central agencies and localities have allocated and assigned detailed plans for the list of tasks and projects, reaching 88.1% of the plan assigned by the Prime Minister; estimated disbursement of the capital plan reached 15.65% of the plan assigned by the Prime Minister, lower than the same period in 2022 (18.48%), however, in absolute terms, it increased by nearly VND 15,000 billion (an increase of about 16%) over the same period.
In addition, implementing the Prime Minister's Decision No. 235/QD-TTg in 2023, 05 working groups to inspect and urge disbursement of public investment capital in 2023 held many meetings with ministries, agencies and localities whose disbursement rate in March 2023 was below the national average and check the reality, remove the arising problems.
To further accelerate the disbursement of public investment capital, the Government of Vietnam requires:
(1) Ministries, agencies and localities take the initiative, seriously and drastically implement the tasks and solutions to accelerate the disbursement of public investment capital specified in the Government's Resolutions and Directive No. 08/CT-TTg in 2023, Official Telegram No. 123/CD-TTg in 2023 and Official Telegram No. 238/CD-TTg in 2023 of the Prime Minister and the directives of the comrades Heads of the Prime Minister's Working Group in the April 2023 disbursement check and urge disbursement. Continue to review mechanisms, policies, and legal regulations for timely amendment and supplementation in order to accelerate the disbursement of public investment capital; strive for a disbursement rate in 2023 above 95% of the plan assigned by the Prime Minister.
(2) Continue to promote the activities of 05 Working Groups according to the Prime Minister's Decision No. 235/QD-TTg in 2023, request the members of the Working Group to thoroughly understand the difficulties and problems of each project in order to promptly guide or report to the Head of the Working Group to solve them.
(3) Strengthening discipline and discipline in disbursement of public investment capital; promptly encourage, encourage and protect collectives, cadres and civil servants who are dynamic, creative, dare to do, dare to take responsibility in performing tasks; at the same time, strictly according to regulations, investors, project management boards, organizations and individuals intentionally cause difficulties, obstruct or delay the progress of capital allocation, implementation and disbursement of public investment capital.
(4) Agreeing with the proposal of the Ministry of Planning and Investment on not reporting to the competent authorities to reduce the medium-term public investment capital plan of central budget capital of ministries, central agencies and localities corresponding to the amount of capital that is not fully disbursed in the plan in 2022, the time for implementation and disbursement is not extended, and the estimate is canceled according to the provisions of the Law on State Budget.
Ministries, central and local agencies are allowed to reallocate central budget capital in 2023 and subsequent years corresponding to the undisbursed capital by the end of 2022, the estimate for tasks and projects is canceled to ensure adequate capital arrangement, completion on schedule, and no outstanding debt for capital construction. Assign the Ministry of Planning and Investment to absorb this content in the process of amending and supplementing Decree No. 40/2020/ND-CP dated April 6, 2020 of the Government of Vietnam.
To speed up the disbursement of public investment capital, what tasks has the Government of Vietnam set?
Submitting the Decree to extend the payment of excise tax on domestically produced cars before May 20, 2023?
In Resolution No. 74/NQ-CP in 2023 on the regular Government meeting in April 2023, the Ministry of Finance assigned the Ministry of Finance to complete and submit a Decree to extend the payment of excise tax on domestically produced cars before May 20, 2023.
According to that, the Government of Vietnam assigned the Ministry of Finance to assume the prime responsibility for, and coordinate with agencies and localities in:
- To strictly manage the state budget's revenue sources, to ensure correct, sufficient and timely collection; thoroughly save expenses, especially recurrent expenses.
Expeditiously coordinate with the Ministry of Justice, ministries and agencies in completing the National Assembly's resolution dossier on the value-added tax reduction policy, ensuring progress and quality.
Completely handle problems and shortcomings in the delay in VAT refund, ensuring the legitimate interests of enterprises in accordance with the provisions of law.
- Focus on developing and finalizing the draft Decree extending the deadline for paying excise tax on domestically manufactured and assembled cars, and submit it to the Government before May 20, 2023.
Expeditiously study and propose competent authorities to consider registration fee incentives for domestically manufactured and assembled automobiles in accordance with the Government's direction in Resolution No. 31/NQ-CP in 2023, Resolution No. 50/NQ-CP in 2023.
Continue to research, urgently review and advise the competent authorities to amend the tax law and state budget in the context of applying the global minimum tax.
- Timely effective solutions to promote the development of a healthy and sustainable stock market; soon complete a report on the situation of the corporate bond market in 2023, promptly propose practical, feasible and effective solutions to completely handle existing problems and limitations.
- Expeditiously guide the determination of funding sources to solve financial problems for agro-forestry companies that have dissolved but are unable to pay during the arrangement, ensuring compliance with regulations of law and Conclusion No. 82-KL/TW dated July 29, 2020 of the Ministry of Politics.
- Urgently submit to the Government, the National Assembly Standing Committee and the National Assembly the draft Law on management and use of state capital invested in production and business in enterprises (amended) in accordance with the direction of the Prime Minister and the National Assembly Standing Committee, promptly remove difficulties and obstacles, and free up resources of state-owned enterprises.
Strictly handle cadres and civil servants who are pushy and irresponsible at work?
In Resolution No. 74/NQ-CP in 2023, the Government has requested ministries, agencies and localities based on their assigned functions, tasks and powers to perform the following tasks:
- Thoroughly grasp to each unit, cadre and civil servant the strict implementation of the Prime Minister's directives at Official Telegram No. 280/CD-TTg in 2023;
- Resolutely overcome the situation of avoiding and pushing work, shyness, fear of mistakes, fear of responsibility, do not dare to advise, propose to handle work, shorten processing time and improve the effectiveness and efficiency of the direction and administration.
- Strictly handle organizations and individuals that avoid or push their work, abdicate tasks, and lack responsibility to delay or fail to decide on issues and tasks under their authority; carry out the rotation and handling of cadres who are afraid of wrongdoing and fear of responsibility in performing official duties. Timely praise and reward collectives and individuals that well perform their assigned responsibilities and tasks, and protect cadres who dare to think and do things for the common good.
